Repetto JAN 19 201 <br /> P.O: Box 93 <br /> Tracy, x 95378 E RONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> NOTICE OF APPLICATION PROCESS: GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR COMPOSTING OPERATIONS, TRACY MATERIAL RECOVERY FACILITY& <br /> TRANSFER STATION, SAN JOAQUIN COUNTY <br /> At a public meeting on 4 August 2015, the State Water Resources Control Board (State Water <br /> Board) adopted General Waste Discharge Requirements (WDRs)for Composting Operations, <br /> Order WQ 2015-0121-DWQ (General Order). The General Order includes conditions that <br /> address water quality protection measures at composting operations. For your information, the <br /> Composting Operations Fact Sheet is attached to this letter, and the General Order, including <br /> the attachments listed below and other related documents, are available online at: <br /> http://www.swrcb.ca.gov/water issues/programs/corn post/. <br /> This General Order is applicable to both existing and new composting operations. Existing <br /> composting sites are those which conducted composting operations prior to 4 August 2015, and <br /> new composting operations are those which commenced after 4 August 2015. All existing <br /> composting operations without current individual WDRs or waivers are required to apply for <br /> coverage or submit a notice of non-applicability prior to 4 August 2016. All new composting <br /> operations are required to seek coverage not less than 90 days prior to commencement of the <br /> composting operation. <br /> Composting operations currently covered by individual WDRs, existing conditional waivers, or <br /> other general orders, may continue operations under the authority of those orders until those <br /> orders expire or are subject to renewal. At that time, or earlier at the discretion of the Regional <br /> Water Board, those existing composting operations may be required to enroll under the General <br /> Order. <br /> Composting operations may apply for coverage under the General Order by submitting the <br /> following: <br /> • A complete Notice of Intent (NOI) (Attachment C of the General Order). <br /> • An appropriate filing fee (Cal. Code Regs., title 23, § 2200) which is also the first year <br /> annual fee. The filing fee information is available at: <br /> www.waterboards.ca.gov/resources/fees/water quality/docs/fy1516 wdr fees.pdf .. <br /> Please direct your filing fee questions to the staff listed at the end of this letter. <br /> • A technical report including, but not limited to, the information described in Attachment D <br /> of the General Order. For existing composting operations, the technical report shall <br /> include a proposed schedule for full compliance and must be as short as practicable but <br /> may not exceed six years.
