S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUN r <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ERNIES GENERAL STORE 4407 E WATERLOO RD, STOCKTON January 19, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: Dripping fuel was observed under the south side dispenser 3/4, indicating a leak in the primary <br /> containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a repeat violation, Class II. <br /> 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the diesel STP sump and under the east side dispensers 7/8 and 9/10. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 <br /> hazardous waste regulations, and manage it accordingly. Ensure that all sumps and annular spaces are maintained <br /> free of liquid. <br /> This is a repeat violation, Class II. <br /> 308 CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br /> OBSERVATION: The alarm light on the monitoring panel is not functional,which causes all sensors to fail to <br /> activate a visual alarm when tested to ensure continuous monitoring of the tank system. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable). <br /> This is a Class II violation. <br /> FA0002347 PR0231761 SCO01 01/19/2022 <br /> EHD 23-01 Rev.12/06/2021 Page 7 of 8 Underground Storage Tank Program OIR <br /> 1868 E.
