AMENDMENT TO SPECIAL PURPOSE PLAN FOR <br /> PATTERSON PASS BUSINESS PARK <br /> PROJECT DESCRIPTIONBACKGROUND <br /> Background of the Special Purpose Plan <br /> Patterson Pass Business Park consists of approximately 610 acres near Schulte Road and Mountain <br /> House Parkway (previously called Patterson Pass Road), west of Tracy in unincorporated San <br /> Joaquin County (Figure 1). Prologis (formerly King & Lyons/Security Capital Industrial) is the <br /> master developer of the site. Over the last nine years, numerous environmental studies, including <br /> three Environmental Impact Reports, have analyzed impacts related to the industrial development <br /> of the properties. <br /> The easternmost 171 acres of the business park,located south of Schulte Road,have been developed <br /> as a major regional distribution warehouse by Safeway, Inc. (Figure 1). Immediately west of <br /> Safeway,several other large distribution warehouse facilities operated by Costco,Foodmaker, and <br /> Complas have been constructed. Major roadway and other infrastructure improvements have been <br /> constructed by Prologis. <br /> In May 1994,the San Joaquin County Board of Supervisors adopted a Special Purpose Plan (Plan), <br /> which was prepared by BASELINE Environmental Consulting on behalf of King & Lyons. The <br /> Special Purpose Plan applies to 128 acres of the business park(Figure 1). The Special Purpose Plan <br /> allows Commercial/Freeway Service (C/FS) uses on approximately 20 acres of land at Schulte <br /> Road/Mountain House Parkway,on either side of the intersection(Figure 2).The remainder of the <br /> land is designated for Limited Industrial (I/L) use, including 70 acres west of Mountain House <br /> Parkway and approximately 38 acres south of Schulte Road. <br /> The 1994 Special Purpose Plan identifies a "transition area" that straddles the line separating the <br /> Commercial/Freeway Service(C/FS)and Limited Industrial (I/L) uses (Figure 2). The purpose of <br /> the transition area is to allow a blending of commercial and industrial activities. As described in the <br /> 1994 plan, the blending of uses will allow greater flexibility for the developer in attracting and <br /> accommodating tenants that may not conform to the exact requirements of either the Freeway <br /> Service or the Limited Industrial zones. <br /> Since adoption of the Special Purpose Plan,one large industrial building(United Facilities)has been <br /> constructed within the Plan area, located west of Mountain House Parkway. Two additional <br /> industrial buildings are planned by Prologis,and one is now under construction. No retail uses have <br /> been built on the lands that are zoned for Freeway Service business at the intersection of Schulte <br /> _ Road/Mountain House Parkway. <br /> 93231-B0.sppD0 pd-2/24/00 -1- <br />
