Amendment to the Special Purpose Plan <br /> This amendment to the Special Purpose Plan adds approximately 218.5 acres to the Special Purpose <br /> Plan's 128 acres of land to accommodate a large auto auction facility. The 218.5 acres of land <br /> amended into the Special Purpose Plan is located west of Mountain House Parkway, north of the <br /> property that has already been approved for Limited Industrial and Commercial/Freeway Service use <br /> (Figure 3). The portion of the business park located west of Mountain House Parkway is referred <br /> to as the "Tri-State/Cheng" parcel (Figure 1). <br /> This amendment describes the specific changes to the Special Purpose Plan and the associated <br /> documents that are required to implement the addition of 218.5 acres to the Plan,and allow approval <br /> and construction of the auto auction. This report has been prepared by BASELINE Environmental <br /> Consulting, the consultant for Kier&Wright. <br /> Change to the Development Agreement <br /> A Development Agreement,a legal contract signed between the developer and San Joaquin County <br /> in 1990, sets forth specific obligations of both parties related to development of the Patterson Pass <br /> Business Park. To accommodate the Special Purpose Plan amendment,the Development Agreement <br /> will be amended to include the 218.5 acres of additional land. An amendment to the development <br /> Agreement must also include new arrangements with the City of Tracy to provide additional water <br /> supply and wastewater treatment services. <br /> Minor Subdivision of the Land <br /> A minor subdivision of the southern portion of the Tri-State/Cheng parcel,not including the 218.5- <br /> acre amendment area (APN 209-09-31 and-33), was approved by the County in 1997. The minor <br /> subdivision (MS 96-23) divided the southern 85.5 acres of the Tri-State parcel into eleven separate <br /> parcels, ranging in size from 0.6 acre to 30.4 acres (Figure 4). The 85.5-acre minor subdivision <br /> affects the lands that have already been included in the 1994 Special Purpose Plan.' The minor <br /> subdivision named the remaining 240 acres of the Tri-State/Cheng parcel, all of the land northwest <br /> of the subdivided lots, as the "designated remainder"of the subdivision. <br /> A large 319,000-square foot industrial building(United Facilities)was constructed on the 30.4-acre <br /> parcel.Several additional buildings are planned for construction on lou behind(west of)the United <br /> Facilities warehouse(Figure 1). A 200,000-square foot warehouse has recently been constructed in <br /> 2000. Two other warehouse buildings totaling 360,000 and 30,000 square feet are planned. The <br /> buildings are being constructed by the business park developer, Prologis. <br /> The 1994 Special Purpose Plan actually underestimated the lands that were included north of Schulte Road, <br /> estimating the area as approximately 80 acres. <br /> 93231-11O.spp00.upd•2/24/00 -4- <br />
