The addition of another 204 acres to the Special Purpose plan would normally require approximately 393,300 gallons of water per day, according to water use estimates included in the San Joaquin Cacinty Public Works Improvement Standards (1,800 gallons per day per acre of industrial use). However, the amendment of the 204 acres into the Special Purpose Plan is being proposed to accommodate a specific use, the ADT Auto Auction. The auto auction will consume much less water than typical industrial development of the land, since most of the land will be used,for car storage. Engineers for ADT have calculated that the facility would consume approximately 57,760 gallons of water per day. The conceptual water delivery system, originally outlined in the Special Purpose Plan, would be modified to reflect the site plan for the ADT Auto Auction. The auto auction will use private water lines to serve the entire 204-acre site. Thus, the revised conceptual water system design would be revised so that the public water lines end at the entrance to the ADT parcel. The original alignments of the public loop road and public water lines to serve individual industrial lots would be deleted (Figure 9). Wastewater Service The terms of the services agreement between Prologis(King&Lyons)and the City of Tracy require the City to treat up to 319,000 gallons of wastewater from the business park. A permanent wastewater line was completed between the business park and the regional shopping mall at the Grant Line/I-205 interchange. Sewage is sent to the City's wastewater treatment plant adjacent to the Spreckels Sugar plant. At the time that the Special Purpose Plan was adopted in May 1994,the City of Tracy had allocated all of the capacity of the City wastewater treatment plant to existing uses and planned growth. Prologis was able to receive a commitment from the City to treat up to 319,000 gallons per day after buying the sewage discharge rights from an industrial plant in the City which had gone out of business.The projected wastewater generation for full development of the entire 610-acre business ately 750,000 and 860,000 gallons per day (see Special park is expected to be between approxim Purpose Plan, page 57). The 128 acres within the 1994 Special Purpose Plan boundaries were estimated to generate 209,000 gallons per day. The amendment of 204 aeres into the Special Purpose Plan requires the issuance of a"will serve" letter from Tracy,indicating that the City has the capacity to treat the additional amend to t wastewater from the amendment area. An application to the City of Tracy requesting an am to the Services Agreement to the serve the additional land was approved by the Tracy City Council in June, 2000.
