the Special Purpose Plan identified transportation improvements for two separate development <br /> scenarios. Transportation improvements were identified for "short-term cumulative buildout" of <br /> industrial projects in the area and for"longer-term cumulative buildout." <br /> A Memorandum of Understanding(MOU)was executed between San Joaquin County and Caltrans, <br /> District 10. The MOU required that a Project Study Report (PSR) be prepared to identify the <br /> appropriate near-term transportation improvements needed to mitigate traffic impacts to I-205 and <br /> I-580 due to construction of the Safeway warehouse and the other initial Patterson Pass Business <br /> projects. The MOU states that a second PSR would be prepared at a later date to identify the long- <br /> term(20-year)improvements required to serve cumulative growth in the area. The MOU also states <br /> that the second PSR could be triggered by additional industrial growth or other significant projects <br /> in the area, such as the proposed Mountain House New Town. <br /> A PSR was completed and approved by Caltrans in 1992 for the short-term transportation <br /> improvements (Figure 7). Following completion of the PSR, a Project Report was approved by <br /> - Caltrans.The PSR and Project Report identified the need to reconstruct all four freeway on-and off- <br /> ramps at the I-580/Mountain House Parkway interchange. Reconstruction of the ramps was required <br /> to upgrade the ramp structural sections to serve the heavy truck traffic and to provide the turning <br /> radii necessary for the trucks.In addition,Caltrans required the developers to construct a 1,600-foot <br /> auxiliary lane on the I-205 eastbound freeway at the Mountain House Parkway interchange to <br /> mitigate the impacts of increased truck traffic merging into congested mainline traffic during the PM <br /> peak hours. The improvements have been completed. <br /> Additional improvements to Caltrans facilities would be required to serve longer-term cumulative <br /> growth in the Mountain House Parkway/Schulte Road area. Both the Mountain House Parkway/I- <br /> 580 and I-205 interchanges would need to be upgraded for heavy truck traffic and the existing two- <br /> lane overpasses would require widening to four or six lanes. <br /> 1996 Traffic Counts <br /> Korve Engineering collected traffic counts at the ramps to the Patterson Pass Road/I-580 and <br /> Patterson Pass Road/I-205 interchanges in November, 1996 to determine current traffic levels at that <br /> time. Morning and evening peak hour traffic counts were collected at five intersections: <br /> • the I-580 southbound ramps at Mountain House Parkway; <br /> • the I-580 northbound ramps at Mountain House Parkway; <br /> • the Mountain House Parkway/Schulte Road intersection; <br /> • the I-205 eastbound ramps at Mountain House Parkway; and <br /> • the I-205 westbound ramps at Mountain House Parkway. <br /> Using the traffic count data,existing level-of-service conditions were analyzed at each intersection, <br /> based on the methodology of the Transportation Research Board.Each of the five intersections was <br /> found to be currently operating at Level of Service (LOS) A.
