The 2000 Korve traffic study calculated the impacts of the traffic generated by the proposed ADT <br /> auto auction, plus othef recently approved or planned industrial buildings in the business park, on <br /> nearby intersections and freeway segments("existing conditions plus project"). The study concluded <br /> that the traffic generated by the project would not impact any intersections. All nearby intersections <br /> would continue to operate at Level of Service (LOS) C or better, and all freeway segments would <br /> continue to experience LOS D or better. <br /> The analysis then examined impacts on intersections and roadways in the area assuming year 2010 <br /> cumulative development conditions,with and without the project. Cumulative 2010 conditions are <br /> based on the San Joaquin Council of Governments transportation model and land use projections, <br /> which include substantial growth in the Tracy and Mountain House communities. Without the <br /> project, 2010 cumulative growth would cause LOS F conditions at the I-205/Mountain House <br /> Parkway and I-580/Mountain House freeway ramps. Addition of a traffic light at each ramp, plus <br /> a right turn lane at the I-580/Mountain House interchange, would reduce the LOS F conditions to <br /> an acceptable LOS D or better. However, traffic congestion on the I-205 freeway segment at <br /> Mountain House Parkway would be LOS E or F. Widening the I-205 freeway from six to eight lanes <br /> would result in LOS D. <br /> During cumulative year 2010 conditions, the project would add traffic to one nearby intersection <br /> (Berkeley Road/Mountain House Parkway) that would cause the intersection level of service to <br /> degrade to LOS F. Two other nearby intersections (the ramps on Mountain House Parkway at the <br /> I-580 and I-205 interchanges) would already be at LOS F without the project. <br /> The Korve report recommends that the ADT project applicant be responsible for contributing a fair <br /> share contribution to the cost of installing a traffic signal at the Berkeley Road/Mountain House <br /> Parkway intersection. Korve estimates that the applicant's fair share of the traffic and subsequent <br /> contribution should be approximately 20 percent of the total traffic at the intersection. <br /> On-Site Circulation <br /> The 1994 Special Purpose Plan includes a conceptual on-site circulation plan for the Tri-State/Cheng <br /> parcel (the land north of the Special Purpose Plan boundary). The conceptual circulation pattern <br /> includes a long public-maintained loop road serving the northern portion of the business park <br /> property, with a series of cross-roads connecting the loop (Figure 8). <br /> The 1994 circulation plan assumed that the remaining portion of the Tri-State/Cheng parcel would <br /> be subdivided and developed in numerous industrial lots. With the proposed development of the <br /> ADT Auto Auction on 218.5 acres,the public loop road would not be required, since all circulation <br /> within the project site would be accomplished with private driveways and on private parking lots. <br /> To accommodate the auto auction site plan, the conceptual circulation plan would be modified to <br /> delete the public loop road system (Figure 8). <br /> 93231-130.spp00.wpd-224/00 -13- <br />
