The 2000 Korve traffic study calculated the impacts of the traffic generated by the proposed ADT <br /> auto auction, plus other recently approved or planned industrial buildings in the business park, on <br /> nearby intersections and freeway segments("existing conditions plus project'). The study concluded <br /> that the traffic generated by the project would not impact any intersections. All nearby intersections <br /> would continue to operate at Level of Service (LOS) C or better, and all freeway segments would <br /> continue to experience LOS D or better. <br /> The analysis then examined impacts on intersections and roadways in the area assuming year 2020 <br /> cumulative development conditions, with and without the project. Cumulative 2020 conditions are <br /> based on the San Joaquin Council of Governments and City of Tracy transportation model and land <br /> use projections, which include substantial growth in the Tracy and Mountain House communities. <br /> Without the project,2020 cumulative growth would cause LOS F conditions at the I-205/Mountain <br /> House Parkway and I-580/Mountain House Parkway(Patterson Pass) freeway ramps. Addition of . <br /> a traffic light at each ramp, plus right turn lanes at two of the ramps would reduce the LOS F <br /> conditions to an acceptable LOS D or better. <br /> In addition, during cumulative year 2020 conditions, the project would add traffic to two nearby <br /> intersections(Berkeley Road and Schulte Road at Mountain House Parkway)which are forecasted <br /> to degrade the intersection level of service to LOS F. Project traffic would also affect operations <br /> along Schulte Road and Mountain House Parkway. <br /> The Korve report recommends that the ADT project applicant be responsible for contributing a fair <br /> share contribution to all of the identified improvements in the area that would be affected by project <br /> traffic. These fair share contributions would include the costs of installing a traffic signal at the <br /> Berkeley Road/Mountain House Parkway intersection;installing traffic signals and some right turn <br /> lanes at the I-205/Mountain House Parkway and I-580/Mountain House Parkway(Patterson Pass) <br /> freeway ramps; and improving the existing signal at Schulte Road/Mountain House Parkway. The <br /> Korve study also recommends that the ADT applicant contribute a fair share of costs to pay for <br /> widening Mountain House Parkway, constructing a new bridge over the Delta Mendota Canal,and <br /> widening Schulte Road. <br /> On-Site Circulation <br /> The 1994 Special Purpose Plan includes a conceptual on-site circulation plan for the Tri-State/Cheng <br /> parcel (the land north of the Special Purpose Plan boundary). The conceptual circulation pattern <br /> includes a long public-maintained loop road serving the northern portion of the business park <br /> property, with a series of cross-roads connecting the loop (Figure 8). <br /> The 1994 circulation plan a§sumed that the remaining portion of the Tri-State/Cheng parcel would <br /> be subdivided and developed in numerous industrial lots. With the proposed development of the <br /> ADT Auto Auction on 24-83 acres,the public loop road would not be required, since all circulation <br /> within the project site would be accomplished with private driveways and on private parking lots. <br /> To accommodate the auto auction site plan, the conceptual circulation plan would be modified to <br /> delete the public loop road system(Figure 8). <br /> 9323 1-BO.sppOO.wpd-7/27/00 —13— <br />
