Scott, Executive Officer <br /> SUBJECT: PROPOSED BEAR CREEK TERRACE III REORGANIZTION (LAFC 2-86) <br /> Including Annexations To The ockeford Community Services <br /> District And The Bear Creek Terrace Maintenance District <br /> PROPOSAL: The Bear Creek Terrace III Reorganization was initiated <br /> by petition of property owners proposing to annex 39 <br /> acres to both the Lockeford Community Services District and the <br /> Bear Creek Terrace Maintenance District. The affected territory <br /> is located at the east terminus of Parkdale Drive, 1700 feet east <br /> of Tully Road, Lockeford. Processing is proposed as an uninhabited, <br /> 100% owner-consent proposal under the Local Government Reorganization <br /> Act. <br /> DISCUSSION: The purpose of the proposal is to obtain necessary <br /> services for a residential subdivision. The county <br /> has approved a Tenative Map for a 107 lot residential subdivision <br /> with the condition that the property be annexed to both the Community <br /> Services District and the Maintenance District. The Lockeford <br /> Community Services District provides sanitary sewer, domestic water, <br /> and recreation; the Bear Creek Terrace Maintenance District provides <br /> storm drainage and street lighting. Both districts have agreed <br /> to provide service subject to the payment of standard charges and <br /> construction of infrastructure. <br /> The property is currently vacant agricultural land. It is zoned <br /> R1-8 , single family residential with 8 , 000 square foot minimum <br /> size. <br /> The U.S . Soil Conservation Service advises that the property is <br /> prime agricultural land which should be retained for the production <br /> of food and fiber. State law discourages the annexation of prime <br /> agricultural land to urban service districts unless such annexation <br /> is necessary for the planned, orderly, efficient development of <br /> the community. <br />
