Scott, Executive Officer
SUBJECT: PROPOSED BEAR CREEK TERRACE III REORGANIZTION (LAFC 2-86)
Including Annexations To The ockeford Community Services
District And The Bear Creek Terrace Maintenance District
PROPOSAL: The Bear Creek Terrace III Reorganization was initiated
by petition of property owners proposing to annex 39
acres to both the Lockeford Community Services District and the
Bear Creek Terrace Maintenance District. The affected territory
is located at the east terminus of Parkdale Drive, 1700 feet east
of Tully Road, Lockeford. Processing is proposed as an uninhabited,
100% owner-consent proposal under the Local Government Reorganization
Act.
DISCUSSION: The purpose of the proposal is to obtain necessary
services for a residential subdivision. The county
has approved a Tenative Map for a 107 lot residential subdivision
with the condition that the property be annexed to both the Community
Services District and the Maintenance District. The Lockeford
Community Services District provides sanitary sewer, domestic water,
and recreation; the Bear Creek Terrace Maintenance District provides
storm drainage and street lighting. Both districts have agreed
to provide service subject to the payment of standard charges and
construction of infrastructure.
The property is currently vacant agricultural land. It is zoned
R1-8 , single family residential with 8 , 000 square foot minimum
size.
The U.S . Soil Conservation Service advises that the property is
prime agricultural land which should be retained for the production
of food and fiber. State law discourages the annexation of prime
agricultural land to urban service districts unless such annexation
is necessary for the planned, orderly, efficient development of
the community.
