<br />Septic tank, chemical toilets, cesspools, or sewage seepage pits shall be
<br />pumped only by licensed septic tank pumpers as specified in the California
<br />Health and Safety Code. All septic pumpers shall file with the health officer
<br />or his / her duly authorized representative, by the 12'h day of the following
<br />month a report on forms approved by the Environmental Health Division
<br />showing each and every premises where septic tanks, chemical toilets,
<br />cesspools, or sewage seepage pits are pumped, the gallonage pumped,
<br />and the location where cleanings are disposed. All effluent pumped from
<br />septic tanks shall be disposed of only at disposal sites approved by the
<br />Directory of the Environmental Health Division.

<br />It is unlawful for any person or firm to carry on or engage in the business of
<br />the cleaning of septic tanks, chemical toilets, cesspools or sewage seepage
<br />pits or to dispose of the cleanings therefrom in any city, town, county, or city
<br />and county unless he or she or it shall hold an unrevoked registration
<br />issued by the local health officer or his or her duly authorized representative
<br />of the city, town, county, or city and county for the carrying on of the
<br />business.

<br />Registration shall be issued only after a satisfactory examination by the
<br />health officer or his or her duly authorized representative covering the
<br />equipment to be used, the applicant's knowledge of sanitary principles and
<br />of the laws and ordinances affecting human health or nuisances, and the
<br />reliability of the applicant in observing sanitary laws, ordinances and
<br />directions, and in selecting laborers and employees who may clean out
<br />septic tanks, chemical toilets, cesspools and sewage seepage pits without
<br />endangering human health or comfort; and only after examination of the
<br />place or places and manner of disposal of the cleanings proposed by the
<br />applicant.

<br />(a) Applicants may be registered under any terms, conditions, orders, and
<br />directions as the health officer or his or her duly authorized
<br />representative may deem necessary for the protection of human health
<br />and comfort. Each health officer and his or her duly authorized
<br />representative may require any and all persons who are registered with
<br />the health officer to clean septic tanks, cesspools, or sewage seepage
<br />pits or to dispose of the cleanings therefrom, to file with the health officer
<br />at any time and at any frequency or intervals as the health officer or duly
<br />authorized representative may desire, a statement specifying all of the
<br />following:
<br />(1) The name and address of the owner or tenant of each and every one
<br />of the premises where a septic tank, cesspool, or sewage seepage
<br />pit has been cleaned out by the registrant or his or her employees or
<br />by others on his or her behalf and the date of each cleaning.
<br />(2) The location where the cleanings are disposed of and by whom.
<br />(3) Discharges of waste that may result in violation of laws or ordinances
<br />required to be known by the registrant pursuant to Section 117420.
<br />(b) The health officer may require the statement to be sworn to before a
<br />notary.
<br />(c) Any and all persons registered with the health officer to clean septic
<br />tanks, cesspools, or sewage seepage pits, or to dispose of the cleanings
<br />therefrom, shall also provide a statement as required pursuant to
<br />paragraph (3) of subdivision (a) to a regional board as defined pursuant
<br />to Section 13050 of the Water Code.

<br />Violation of any of the provisions of this article or of any order or orders of a
<br />health officer made pursuant to this article for the protection of human
<br />health and comfort shall constitute a misdemeanor and shall be punishable
<br />by a fine of not less than two hundred dollars ($200) for each offense or by
<br />imprisonment for not less than thirty (30) days or by both the fine and
<br />imprisonment.

<br />YARD SANITATION: Registration shall not be granted to any person who
<br />fails to operate his cleaning business from a permanently established
<br />location. Changes of the registrant's address shall be reported to the
<br />Health Department within 10 days. If the business address is different from
<br />that used for storing his pumping vehicles and equipment, such yard
<br />address or location shall be given when applying for a certificate of
<br />registration at the Health District. The Health Officer shall inspect the
<br />premises where pumping vehicles and equipment are stored for the
<br />purpose of determining whether or not health hazards or nuisances exist at
<br />such location.

<br />IDENTIFICATION OF VEHICLES: The name and address of the registrant
<br />shall be legibly affixed, in a conspicuous place, on both sides and rear of
<br />the vehicle in letters at least three (3) inches in height; the registration

<br />number currently assigned by the Health District shall be similarly affixed in
<br />figures at least six (6) inches in height. Registration numbers assigned by
<br />other jurisdictions will be honored but must be registered in San Joaquin
<br />County.

<br />EQUIPMENT STANDARDS: Equipment shall comply with the following
<br />standards:
<br />A.Tanks: All tanks used for hauling sewage shall be of metal construction,
<br />welded, riveted or both shall be watertight and fitted with watertight
<br />covers or manholes. All valves on tanks shall close tightly without
<br />difficulty and shall be operated from the valve itself and not by remote
<br />control. Outlets shall be at the bottom rear of tank; no side -delivery
<br />outlets shall be permitted.
<br />B. Pumps shall be of such construction and in such condition that there is
<br />no leakage, spillage or splashing.
<br />C. Hoses: Each vehicle shall be equipped with necessary hoses, both for
<br />pumping and cleaning of equipment. The pumping hose shall be fitted
<br />with a watertight connection to the pumping unit. The cleaning hose
<br />shall be fitted with a watertight connection to the pumping unit. The
<br />cleaning hose shall be long enough to adequately clean up spillage; the
<br />operator shall not use the customer's hose for this purpose. All
<br />pumping hoses shall be cleaned out into the sewage unit being
<br />cleaned.
<br />D. Racks: All racks attached to the truck for carrying equipment shall be
<br />made of metal.
<br />All parts of truck and equipment shall be easily cleanable. No pockets
<br />where accumulations can gather shall be permitted.
<br />San Joaquin County Onsite Wastewater Disposal Standards
<br />(OWDS) Section 11.1
<br />Chemical toilet facilities shall provide sufficient space for comfortable use.
<br />A minimum area of eight (8) square feet, with a minimum width of two and
<br />one half (2 Y2) feet, shall be provided for each toilet seat. A minimum area
<br />of ten (10) square feet, with a minimum of two and one half (2'/2) square
<br />feet shall required when a urinal is included. Sufficient additional space
<br />shall be included if handwashing facilities are within the facility.

<br />Toilets shall be designed, constructed, and maintained so as to prevent the
<br />access of flies to the excreta.
<br />OWDS 11.3
<br />The inside surface of all toilets shall be of durable, nonabsorbent material,
<br />smooth, easily cleanable, and finished in a light color.

<br />The toilets shall be ventilated and provided with self-closing doors, lockable
<br />from the inside.

<br />The tanks for chemical toilets shall be constructed of durable, easily
<br />cleanable material. Tank size shall be sufficient to contain the initial
<br />chemical charge and provide capacity for at least one day's use for forty
<br />persons. Size and construction shall be such as to prevent splashing on
<br />the occupant, field, or road while being transported. A minimum tank
<br />capacity of forty gallons shall be installed I the toilet.

<br />Chemicals capable of controlling odors and liquefying solids shall be used
<br />in chemical toilets.

<br />Disposal of contents of chemical toilets shall be into a water pollution
<br />control plant; a copy of the permit to dispose of waste at water pollution
<br />control plant must be on file in the Local Health District prior to the rental of
<br />any toilets in San Joaquin County.

<br />Toilets shall be maintained in a clean and sanitary manner, free of odor and
<br />stains.

<br />Each chemical toilet must be identified with the name of the company and a
<br />number. The lettering shall be at least three (3) inches in height.

<br />Toilets must be stored at a site approved by the Local Health District.
