Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />April 25, 2022 <br /> Facility Address: <br /> 890 N MAIN ST, MANTECA <br /> Facility Name: <br /> MANTECA LIQUOR & FOOD <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 122 CCR 2712(f) Failure to implement corrections and submit written response within 30 days of receiving the report. <br />OBSERVATION: An inspection was last done on 4/8/2021 and an inspection report was issued identifying <br />information to be submitted to bring this site into compliance. This information was required to be submitted by <br />05/08/2021. This information has not been received resulting in a non-compliant status for this facility. <br />REGULATION GUIDANCE: An operator that receives an inspection report shall have 30 days to implement the <br />corrections specified in the inspection report and comply with permit conditions. The corrective action shall include <br />all of the recommendations made in the report. The operator shall submit a written response that includes a <br />statement documenting corrective actions taken or proposing corrective actions which will be taken. <br />CORRECTIVE ACTION: Ensure that a written response documenting corrective actions taken or proposed is <br />submitted and all corrections implemented within 30 days of receiving an inspection report. <br />This is a Class II violation. <br /> 203 CCR 2712(b)(1-2) Failure to maintain monitoring records for 36 months and maintenance records for 60 months. <br />OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br />-The 2020 and 2021 monitoring system certification test results where not on site during the inspection. <br />-The 10/4/2021 secondary Containment test results were not found on site during the inspection. <br />- The 04/08/2021 Overfill prevention equipment test results were not found on site during the inspection. <br />REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br />include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance <br />records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs <br />of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of <br />inventory readings and reconciliations. <br />CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the <br />last three years on site and submit copies to the EHD. <br />This is a repeat violation, Class II. <br /> 205 CCR 2712(i) Failure to have current UST Monitoring Plan readily accessible at the facility. <br />OBSERVATION: An approved copy of the monitoring plans were not available for inspection. <br />REGULATION GUIDANCE: A copy of these plans shall be accessible on site at all times. <br />CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 05/25/2022 . <br />FA0001393 PR0231984 SC001 04/25/2022 <br />EHD 23-01 Rev. 12/06/2021 Underground Storage Tank Program OIRPage 6 of 7 <br />1868 E.
