S A N J 0 A Q I I I Irl Environmental Health Department <br /> C C u N T AMENDED <br /> 1/31/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> One Link LLC 1111 NAVY DR, STOCKTON January 14, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 202 HSC 25189.5(a)Disposed or caused disposal of hazardous waste at an unauthorized point. <br /> OBSERVATION: The following hazardous wastes were observed abandoned throughout the facility: <br /> -One 500 gallon propane tank in the water treatment area had a gauge indicating that propane was still in the tank <br /> (photo 1). <br /> -One 5 yard bin (full)containing electronic waste was observed in the shop area(photo 22). <br /> -One 5 pound pack containing Chafing Dish Fuel was observed in the boiler room (photo 32). <br /> -One secondary containment pan containing used oil was observed in the graveyard area (photo 65). <br /> -One 500 gallon tank containing used oil was observed in the south side of the facility(photo 17). <br /> -Three one gallon jugs containing used oil were observed in the ammonia room (photo 66). <br /> -Broken/used lamps were observed in the attic area and second floor(photos 67, 68). <br /> In the lab area: <br /> -One 15 liter container labeled "Sodium Hydroxide" (photo 69). <br /> -One 2.5 liter container(full)labeled"Sulfuric Acid"(photo 70) <br /> -One 500 mL flask labeled "bleach" (Photo 59) <br /> -One 60 mL container labeled "Sodium Hydroxide"(photo 71) <br /> -One 1 L container labeled "Sodium Hydroxide" (photo 72) <br /> -One 20 L container labeled "Sodium Hydroxide Solution 1 N"(photo 73) <br /> A yellow cabinet outside of the lab area contained two red 5 gallon buckets labeled"Mobil Gear Lubricant'(photo <br /> 64). <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br /> disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br /> point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by <br /> transportation to a permitted hazardous waste treatment, storage, and disposal facility(TSDF)or other authorized <br /> point. <br /> CORRECTIVE ACTION: Immediately cease disposal of the hazardous waste through abandonment and properly <br /> dispose of all hazardous waste noted on site. Provide a corrective action statement to the San Joaquin County <br /> Environmental Health Department within 30 days. <br /> This is a Class I violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on January 14, 2022. The checklist was amended <br /> and replaces the initial report.
