SAN 10 A Q U I N Environmental Health Department <br /> COUNTY <br /> Package Sewage Treatment Plant Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MAPACHE TRAILER PARK 3435 MARFARGOA RD, STOCKTON November 02,2023 <br /> Observations and Corrective Actions <br /> Item# Remarks <br /> 7 OWTS 7.4 Area/fence not locked or secured. <br /> Back fence for the clarifying ponds is not secure. Manager states that either PG&E or SJC Mosquito Abatement <br /> cuts the lock to enter the clarifying ponds. <br /> OWTS 7.4 All installations shall be adequately protected against acts of vandalism or sabotage,which could result <br /> in a malfunction of the system. For package treatment plants,the entire system shall be fenced and a locked gate <br /> provided to protect against any unauthorized person gaining entrance into the area,which could lead to injury or <br /> loss of life. <br /> 9 OWTS 7.7 Public nuisance/safety or health hazard/system poorly maintained. <br /> Surfacing sewage is observed in the leach field.The leach field south of the clarifying ponds is failing based on the <br /> surfacing sewage and lush vegetation in the leach field area(plants are being watered with surfacing sewage). <br /> OWTS 7.7 The installation and operation of alternative treatment or engineered systems shall not create a public <br /> nuisance in regard to odor nor cause a potential or immediate safety or health hazard to the public.The discharge of <br /> effluent shall not cause contamination of the water bearing strata or surface watercourses. <br /> 13 OWTS 7.12 Excessive suspended materials/polishing ponds not maintained or functional. <br /> the clarifying ponds are full of algea and other vegitation.There is also a strong sewage odor from these ponds. <br /> OWTS 7.12 Regular monitoring by a certified sewage plant operator is required.Analysis required may include <br /> Biochemical Oxygen Demands, Dissolved Oxygen and settable solids of plant influents and effluents and at such <br /> other points on stream as may be necessary.Average daily flows and peak flows after plant is in operation are to be <br /> determined by a reliable method. Copies of these analyses and operational records shall be furnished to the <br /> Director of Environmental Health and the Central Valley Regional Water Quality Control Board. <br /> Overall Inspection Comments <br /> COMMENTS <br /> Inspection for a package treatment system. <br /> overall the package treatment system is failing;the leach field is failing; and the clarifying ponds are failing.A strong sewage <br /> odor is observed near the aeration system and at the clarifying ponds during inspection. <br /> A complaint was received about the nuisance odor. <br /> Repair or replacement of the existing leach field is required.The following action is required to be taken before the end of <br /> 2023 <br /> 1)A replacement leach field designed by a California Engineer with Onsite waste water treatment experience <br /> 2)Determination if existing aeration system and clarify ponds need replacement; at a minimum repairs to reduce nuisance <br /> odor in the aeration tank and clarifying ponds <br /> 3Design plans and supporting documents/spec sheets meeting section 7 of San Joaquin County Onsite Wastewater <br /> Treatment System Standard <br /> The evaluation and septic system design/modification shall be submitted to EHD for review and response before the end of <br /> the year 2023. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> Received by: Date: Inspector: Inspector Phone: <br /> sem+ Printed Name and Title: AARON GOODERHAM, REHS (209)616-3062 <br /> FA0002005 PR0420077 SCO01 11/02/2023 <br /> EHD 42-06 Rev.04/07/2022 Page 2 of 2 Package Sewage Treatment Plant OIR <br /> 1868 E.
