The report was delivered to the business on 11/30/2018. <br /> REGULATION GUIDANCE: The operator of the site or facility which receives an inspection report shall submit a <br /> written response to the department or the local officer or agency authorized to enforce this chapter pursuant to <br /> subdivision (a)of Section 25180 within 60 days of receipt of the inspection report, or within a shorter time as the <br /> department or the local officer or agency may reasonably require,which shall include a statement documenting <br /> corrective actions taken by the operator or proposing corrective actions which will be taken by the operator,for <br /> purposes of compliance with this chapter, or disputing the existence of the violation. The local agency,the San <br /> Joaquin County Environmental Health Department, requires response within 30 days. <br /> CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department. <br /> This is a repeat violation, Class II. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> -Used antifreeze from a car spilled onto asphalt in the back covering an approximate area of 3x3 feet. Per Manager <br /> Sao Sin, used antifreeze is disposed of as hazardous waste. <br /> -Two 5 gallon buckets in the back contained absorbent saturated with oil. Both buckets were missing a lid and <br /> heavy oily staining was observed around the buckets. <br /> -Heavy oily staining was observed around the engines near the back fence. <br /> -Heavy oily staining was observed in the hazardous waste storage area. <br /> -Heavy oily staining was observed in the oil change pit area. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately contain the 5 gallon buckets, clean the spilled antifreeze, and clean the areas <br /> with heavy oily staining.. Manage the waste according to Title 22 California Code of Regulations for hazardous <br /> waste.
