IMPACTS: <br /> A "maximum case" population increase due to the project would be to <br /> assume that all future residents of the project would immigrate from <br /> outside the Stockton area. This is very unlikely since many would be <br /> current Stockton residents who merely relocated to Golf Course Terrace. <br /> Nevertheless, a maximum case estimate for population increase due to the <br /> project by 1990 would be: <br /> Type of Unit Occupants/Unit* Population <br /> 300 condominium units x 1.80 = 540 <br /> 700 townhouse units x 1.80 = 1260 <br /> 206 halfplex units x 2.93 = 604 <br /> 172 zero-lot-line units x 3.10 = 533 <br /> 122 single family units x 3.10 = 378 <br /> Total = 3315± <br /> * Source: City of Stockton, Planning Division <br /> When this estimate is compared to the 1990 population projection <br /> for the Stockton Metropolitan Area (256,382) , the project estimate would <br /> represent 1.3 percent. When compared to the 1990 population projection <br /> for Subarea D (45 070) the estimate represents 7.4 percent. It does <br /> not appear thA the project would significantly affect the population of <br /> the Stockton Metropolitan Area; however, it could cause a sizeable <br /> population shift into Subarea D The effect of this shift would be to <br /> partially offset the historic 3 end of Stockton residents moving from <br /> south of the Calaveras River to north of the river. <br /> MITIGATION: <br /> Since the project site is within an area already reserved for urban <br /> expansion and, therefore, is in compliance with the City's long range <br /> plans for orderly expansion, no mitigation is deemed necessary. <br /> HOUSING <br /> EXISTING: <br /> In the Stockton Metropolitan Area, housing is a complex subject <br /> with many interwoven issues. The Housing Element of the General Plan <br /> [1] presents a rigorous analysis of the issues involved as well as an <br /> abundance of census data to support the conclusions. For detailed <br /> discussions of the issues, the reader should refer to the Housing <br /> Element which is available at the City of Stockton, Department of <br /> Community Development. This environmental impact report summarizes only <br /> those issues most relevant to the project impacts, but incorporates the <br /> Housing Element by reference for those desiring additional information. <br /> 43 <br />
