f •
the planning area. The proposal is for residential development. The
operational phase would provide no significant employment opportunities
beyond possible maintenance and security personnel .
Implementation of the project would enhance the probability of the
neighborhood commercial property in the area being developed. In this
event, a limited number of employment opportunities, both full and part
time, would become available.
AESTHETICS
EXISTING:
The present aesthetic quality of a portion of the site leaves much
to be desired. The entire northern boundary, which parallels Eighth
Street, has been strewn with cans, broken bottles, and other discards.
The view looking south from Eighth Street and Fresno Avenue is quite
unpleasant. The appearance of the site itself is typical of a field
being used for hay production. The view looking south and west from the
site and overlooking the golf course is considerably more appealing.
The view looking east from the site is that of a low to moderately
priced residential area with, perhaps, more than an average share of
houses in a state of ill repair.
IMPACTS:
The project, as described, could only improve the overall
appearance of the site. Golfers using the Van Buskirk Golf Course and
adjacent residents would find the project to be an aesthetic improvement
or at least find it not to be distracting.
MITIGATION:
No mitigation is deemed necessary.
CULTURAL RESOURCES
As indicated in the initial study, there is no evidence of
significant cultural resources occurring at the site; mitigation is
unnecessary. As recommended by the Cultural Heritage Board in response
to the notice of preparation, construction will halt if archeological
matter is discovered during excavation. A qualified archaeologist will
be called in by the contractor until a determination of significance is
made and a mitigation plan is prepared.
NOISE
EXISTING:
Based on the City of Stockton Noise Element Map and the Stockton
Airport Noise Contour Map, the site is not within the critical 60 dBA,
CNEL contour. Noise levels at the site are mainly due to vehicular
45
