Existing Traffic Conditions <br /> The existing peak-hour traffic volumes at the key <br /> intersections have been estimated from recent weekday, <br /> peak-period turning movement traffic counts . The existing <br /> turning volume levels are presented in the intersection <br /> diagrams of Appendix B , labeled "EX" . The other volumes <br /> shown in these diagrams are discussed below under "TRAFFIC <br /> IMPACTS' . <br /> The intersection traffic counts have been analyzed to <br /> determine the existing peak-hour traffic conditions, using <br /> the procedures of •Interim Materials on Highway Capacity* <br /> (Circular 212, TRB, 1980) . The conditions were quantified <br /> using the usual concepts of Levels of Service (LOS) and <br /> volume-to-capacity (V/C) ratios. The tabulation below <br /> presents a summary of the relationship between Level of <br /> Service, V/C ratio, and the relative delays associated with <br /> each service level . The policy of the City of Stockton is <br /> to consider Level of Service C or better traffic conditions <br /> as being within the acceptable range, and Levels of Service <br /> D, E, and F conditions as being in the unacceptable range. <br /> Level of V/C Ratio <br /> Service Range Conditions <br /> A < 0. 61 Minimum delay <br /> B 0. 61 - 0. 70 Increasing delay <br /> C 0.71 - 0.80_ with increasing <br /> V/C ratio <br /> D 0.81 - 0. 90 Significant delay <br /> E 0. 91 - 1 . 00 Excessive delay <br /> F > 1 .00 Long periods of <br /> delay <br /> The results of this analysis are presented in Table I for <br /> each of the key intersections analyzed herein. Also shown <br /> are the type of intersection controls currently at each <br /> location.
