better service levels than those shown. <br /> The peak-hour conditions are presently in theacceptable <br /> range at most of the key intersections ; however, <br /> unacceptable peak-hour conditions are experienced at the <br /> following intersections : <br /> .o Charter/Stockton ( 1 . 08/F) <br /> o Charter/Fresno ( 0 . 87/D) <br /> o Eighth/I-5 SB Ramps (0 . 84/D) <br /> o Eighth/I-5 NB Ramps ( 0. 86/D) <br /> Any traffic added to these locations by the . project or <br /> cumulative development, is likely to aggravate the existing <br /> unacceptable conditions . <br /> At the three locations with Level D conditions , the volume <br /> of peak-hour traffic to which these conditions apply is <br /> relatively small . Therefore, until significant increases in <br /> traffic volumes. occur on the minor street approaches to <br /> these intersections, no major intersection improvements are <br /> warranted and the existing Level of Service D conditions <br /> should be tolerable. <br /> At the Charter/Stockton intersection, however, theexisting <br /> volume of traffic with unacceptable conditions . is large <br /> enough to warrant improvement measures at this time. to <br /> produce acceptable peak-hour traffic conditions . Such <br /> measures might include the widening of the southbound <br /> approach (Navy Drive) and signalization of the intersection, <br /> with control coordinated with the existing signals at the <br /> nearby I-5 ramps intersections . <br /> Cumulative Develooment <br /> For the purposes of evaluating cumulative traffic impacts in <br /> this analysis, the potential development at buildout levels <br /> in the vicinity of the project has been estimated. The <br /> basis for this estimate is the City of Stockton General Plan <br /> 2000 and the land use types specified therein. <br /> The influence area included in this estimate of cumulative <br /> traffic includes that covered by Census Tracts 24 and 25 . <br /> Census Tract 24 is bounded by Charter Way on the north, El <br /> Dorado Street on the east, Clayton Avenue on the south, and <br /> I-5 on the west. Census Tract 25 contains the project and <br /> is the study area for this analysis . It is bounded by <br /> Joseph R.Holland 3 Consulting Traffic Engineer <br /> ��L <br />
