,r <br /> SUMMARY OF CUMULATIVE EFFECTS <br /> Although the project may not by itself result in significant <br /> impacts on the following environmental factors, it could contribute to <br /> the collective impacts which are approaching or would reach <br /> significance. <br /> Conversion of prime farmland to non-agricultural uses. <br /> Mitigation: Cannot be mitigated on-site. <br /> ° Air quality impacts due to increased vehicular emissions. <br /> It can be argued that this impact is actually in response <br /> to general population growth; the project would only <br /> establish where the growth would be located. <br /> Mitigation: Complete mitigation cannot be accomplished at <br /> t eh project level ; however, partial mitigation may be <br /> accomplished by the measures proposed earlier. <br /> Traffic impacts due to vehicle use by future residents of <br /> Golf Course Terrace, and census tracts 24 and 25. <br /> y J�Mitigation: Appropriate mitigation has been recommended <br /> Holland in the traffic section. <br /> ° School overcrowding due to the District not having the physical <br /> capability to meet the needs created by rapid growth. <br /> Mitigation: Developer pay recently adopted impaction fees and <br /> investigate the feasibility of reserving a school site. Since <br /> this will only partially mitigate the impacts, a Statement of <br /> Overriding Considerations is required. <br /> Police protection services would be diminished and result in <br /> inadequacies of manpower and number of vehicles available. <br /> Mitigation: Suggest that City establish and collect a fee at <br /> ui <br /> ding Permit to augment services based upon $134 per capita. <br /> However, since there is no existing City ordinance to provide <br /> for said fee, no mitigation measures exist and, therefore, a <br /> Statement of Overriding Considerations is required. <br /> ° Sanitary sewer capacity may be exceeded due to overall area <br /> growth. <br /> Mi�ti at�ion: Whereas the existing sewer lines and treatment <br /> facilities9 are adequate at present, the property should be <br /> committed to join an assessment district to increase capacities <br /> later, if required. <br /> 57 <br />
