A lower density could result <br /> in under-utilization of the site and possibly bring about the need to <br /> use additional productive agricultural land to supply housing needs. <br /> The proponent considered the Same Density - Different Configuration <br /> Alternative, particularly in locating more of the higher density units <br /> where they would be overlooking the golf course. After reviewing <br /> traffic movements however, it was deemed more feasible to place them <br /> adjacent to Eighth Street and Fresno Avenue so as to not burden the <br /> existing and planned lower density areas with unnecessary traffic. <br /> With the exception of the above traffic movement, it does not <br /> appear that any different configuration would affect significant <br /> environmental impacts. <br /> Under a Mixed Use Alternative it would be possible to incorporate <br /> commercial and industrial areas within the project to provide goods , <br /> services and a source of jobs in close proximity to the residential <br /> units. It is doubtful , however, that such a mixture would materially <br /> decrease traffic, vehicular emissions or noise. The residents would <br /> still go offsite for most of their needs and to their work place, and <br /> the incoming traffic required to service the commercial and industrial <br /> areas would create additional noise, traffic, and emissions, offsetting <br /> any potential decreases. <br /> The land use polices of the city of Stockton provide for <br /> residential use of said property, as well as the property north of <br /> Eighth Street. To place commercial and industrial uses within the area <br /> could cause significant conflicts with residential development. <br /> v <br />
