Agenda Item No. 2
DC: 7-13-83
S-83-8
Page Two
REFERRALS AND REPLIES
Local Health District - Conditions: 1. Percolation test for
Lots 1, 3 and 5. Permits required for percolation tests. 2.
Soil profile for Lots 1 and 4. 3. Existing septic system on
Lot 1 to be contained on that parcel.
STAFF ANALYSIS
The proposed subdivision will create six lots served by a public
road. The proposed street alignment conforms with the specific
plan for the New Jerusalem area which the Planning Commission
informally adopted (SP -78-2).
The subdivision will have individual water, sewage disposal and
drainage systems. Previous subdivisions which used individual
drainage ponds on clayey soils have caused local flooding.
Sometimes, individual property owners have destroyed the ponds
to use the land for other purposes.
With a community drainage system, local government could
correct drainage problems without dealing with each individ-
ual land owner. The developer could construct a community
pond on the Koster Road front portion of Lot 6, eliminating
an "L" shaped lot. This would give each individual lot owner
more usable land.
The Environmental Review Officer has prepared a Negative Declaration
based on an Initial Study of the project.
RECOMMENDATION AND FINDINGS
Based on the following findings:
The project is consistent with the General Plan and Specific Plan
SP -78-2:
Density, use and street alignment conform to adopted plans.
The project will not have a significant adverse effect on the
environment:
The project is compatible with adjoining land use.
Ratify the Negative Declaration.
Forward the project to the Planning Commission with a recommendation
for approval.
