1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br />1.1 Description of site: The project consists of a 61.0 acre parcel located at 5352 and 5475 <br />S. Van Allen Road, Stockton, CA 95215. The subject Assessor's Parcel Number's are <br />183-270-13 and 06. The project is in an agricultural neighborhood. The parcel is zoned General <br />Agricultural (AG -40). <br />1.2 Description of Proposed Development: It is proposed to create one 3.0 acre Homesite <br />Parcel and one 58.0 acre Designated Remainder Parcel. In accordance with the San Joaquin <br />County Development Title, this Surface and Subsurface Contamination Report (SSCR) is being <br />submitted for approval. This report will investigate the property for visual or historical <br />environmental contamination based on field observation, interviews with the owner, and County <br />records. (This SSCR includes no chemical analysis). <br />1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br />1.4 Site Map: (See Appendix for Tentative Map). <br />2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE: <br />2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of <br />information of the historic use of this property is testimony from the owner, Eugene Caffese, <br />who was interviewed in November 2021. Mr. Caffese has owned the parcels for 10+ years. <br />3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br />CONTAMINATION: <br />3.1 Methods used to research: Methods used to research this parcel were records researched at <br />the San Joaquin County Agriculture Commissioners office in December, 2021 (see appendix for <br />results). An onsite survey was performed on November 29, 2021 by staff of Dillon & Murphy. <br />The San Joaquin County Environmental Health Department's underground storage tank mitigation <br />database list did not yield any concerns. <br />3.2 Description of all past on-site potential and/or known above and below ground sources <br />of contamination identified at the project site: Past on-site potentials for contaminations are <br />low. Historically there has been one underground storage tanks, not including the septic tanks <br />permitted with the San Joaquin County. The underground storage tank was removed in 1988 by <br />owner. The owner has no knowledge of improper above ground storage of chemicals on the <br />subject parcel. <br />3.3 Description of All Current On -Site Potential and/or Known Above and Below <br />Ground Sources of Contamination Identified at the Project Site: Presently, there are no <br />underground storage tanks on the property and visual inspection did not produce any evidence of <br />buried containers, as well as no odors that would be associated with buried chemical tanks. <br />County records indicated there are tanks on site. There were three above ground fuel tanks on <br />the site at the time survey was performed on November 29, 2021. On-site rainwater dissipates <br />through either percolation or evaporation. <br />
