There is not a suitably detailed project <br /> description describing the proposed project or an attached copy of a suitably <br /> detailed and completed Initial Study documenting reasons to support the findings <br /> regarding impacts to public health, safety and the environment. <br /> The project description is not expected to be a highly detailed description, but one <br /> giving sufficient detail so Responsible Agencies, Trustee Agencies as well as the <br /> layperson may understand the proposed project. <br /> Information to be included,but not limited to,would be the following: <br /> • Operations • Handling of vectors and <br /> • Physical Plant dust/air quality <br /> • Types of material • Description of the operation <br /> acceptable/not acceptable of enclosed buildings and <br /> • Handling of green ventilation systems <br /> waste/wood waste, C&D • Description of the <br /> material and Municipal Solid Composting Operation <br /> Waste if proposed to be including feedstock and <br /> accepted tonnages <br /> • Ancillary or auxiliary • Description of the Disposal <br /> operations Operation <br /> • Recycling operations • Odor Impact Minimization <br /> • Procedures for dumping, Plan— 14CCR Section <br /> sorting,re-loading 17863.4 <br /> • Materials storage(location, • State Minimum Standards— <br /> characteristics, size &height 14CCR Section 17407.1 <br /> of stored material piles, etc.) <br /> Board Role as a Responsible Agency <br /> The Board will be a Responsible Agency for the environmental review of this <br /> proposed project and for concurrence on the required SWFP. The Board operates <br /> in cooperation with local government to assure protection of the public health, <br /> safety and the environment from the potentially detrimental effects of improper <br /> solid waste management.
