Ll
SUPPLEMENTAL NOISE STUDY
E
TRACY MATERIAL RECOVERY FACILITY AND TRANSFER STATION
Tracy Material Recovery Facility and Transfer Station Expansion proposes to increase the
tonnage to 2,500 tons per day, increase the hours of operation, and increase the Facility
outdoor activity to include additional C&D processing and wood grinding in location south of
the Transfer Station. An evaluation of the noise that was analyzed in 1993 and what is being
proposed is presented in this Supplemental Noise Study.
The 1993 Environmental Impact Report (EIR) regarding "Noise" for the Tracy Material Recovery
Facility and Transfer Station is attached as a reference. The "Noise" portions of the EIR provided
the Environmental Setting, Regulatory Background, Existing Noise Environment, and the
Significance Criteria. The results of the Study provided the Impacts and Mitigation for the
following noise sources: wood grinding, traffic noise, and construction activity. Current activity
that was not part of the 1993 EIR includes concrete crushing that has been underway for years,
such as occurring at the aggregate mining/inert crushing companies to the north and west, as
shown on the attached Noise Study Map. The proposed activity would be the relocation of the
mixed C&D Processing Facility to the south of the MRF as shown on the Study Map.
A listing of the noise source and the direct to the nearest residency is listed below:
Operations
Current Activity
Proposed Activity
Distance to Residencies
Transfer Station
Enclosed MRF and
Expansion of enclosed
2,500 feet
74.5 dBA
Transfer Station
MRF and Transfer Station
Rock Plant
Wood Grinding
Outdoor grinding on north
Same
840 feet
Asphalt production
pad
85 dBA
50 feet
Inert Grinding
Outdoor Grinding on
Same
1,180 feet
500 feet
northwest pad
Mixed C&D Processing
Floor sort next to MRF
Relocation to south pad
2,500 feet
Facility
With respect to inert crushing, the Noise Element from the County of Sacramento General Plan
contains the following information about noise levels from inert crushing plants, similar to the
one north and west of the Tracy Material Recovery Facility and Transfer Station:
Plant
Activity
Hours of Operation
Noise levels
Distance
Lonestar Aggregates
Asphalt production
6 a.m. to 10:30 p.m.
74.5 dBA
300 feet
Lonestar Aggregates
Rock Plant
6 a.m. to 10:30 p.m.
57.5 dBA
59.5 dBA
1500 feet
1200 feet
Granite Construction
Asphalt production
6 a.m. to 9 p.m.
85 dBA
50 feet
Granite Construction
Rock Plant
6a.m. to 9 p.m.
70.3 dBA
500 feet
