Supplemental Noise Analysis: <br />Wood Grinding: <br />In 1993, an analysis concluded that there was 73 dBA at 250 feet for a wood grinder, or 52 dBA <br />at the residencies at 600 feet away, and that there were no impacts or mitigation needed. <br />Today, the nearest wood grinder is 840 feet to a residency, which is greater than 600 feet, <br />where the noise should be lower than 52 dBA. Based on General Plan Update underway, 70 dB <br />Ldn is considered normally acceptable for agricultural and industrial lands, and 80 dB Ldp, is <br />considered conditionally acceptable for agricultural and industrial lands. Today, there still <br />would be no impacts or mitigation needed. <br />MRF Expansion: <br />The MRF Expansion will be enclosed down in the gravel pit, where the 1993 EIR concluded and <br />that there were no impacts or mitigation needed for an enclosed MRF. Today, there still would <br />be no impacts or mitigation needed. <br />Mixed C&D Processing: <br />The proposed activity would be the relocation of the mixed C&D Processing Facility to the south <br />of the MRF as shown on the Study Map, about 2,500 feet from the nearest residency. The <br />greater amount of noise from C&D Processing would be the associated wood grinding activity <br />there. The Lonestar <br />Aggregate Plan in Sacramento has noise levels of 59.5 dBA at 1,200 feet up to 10:30 pm at <br />night. Based on the General Plan Update underway, 70 dB Ldn is considered normally acceptable <br />for agricultural and industrial lands, and 80 dB Ldn is considered conditionally acceptable for <br />agricultural and industrial lands. Today, at less than 60 dBA, there still would be no impacts or <br />mitigation needed. Mobile equipment has mufflers to minimize noise impacts. Inert processing <br />equipment used at the facility meets OSHA standards for noise and safety. Ear protection <br />devices are worn by all employees subject to excessive noise levels in the facility. <br />
