Proposed Odor Impact Minimization Plan — Compost Facility <br />Tracy Material Recovery Facility and Transfer Station <br />30703 S. MacArthur Drive, Tracy, California 95377 <br />basis so that the composting process is maintained. New materials will <br />subsequently be added to the youngest side of the Project windrow, thus <br />lengthening the windrow. Windrows will be turned by rolling the oldest <br />edge of the windrow and then the next oldest material. A front-end loader <br />and windrow turner will be used to turn the windrows. CCO windrows will <br />be turned, wind permitting, with 5 turns within a 15 -day period to ensure <br />pathogen reduction, and then continue composting for an anticipated <br />period of 12 to 20 weeks. Subsequent curing of material in place will take <br />place for up to six weeks. <br />• Water will be added as necessary to the compost windrows to maintain <br />the appropriate composting moisture and control dust. A piped irrigation <br />system is used to add water to the windrows. <br />Pathogen Reduction for Windrow Composting: The process of turning <br />windrows provides sufficient oxygen to sustain the biological activity and <br />keep the material at a temperature of 55 degrees Celsius (131 degrees <br />Fahrenheit), or higher, for a period of 15 days, or longer, which meets <br />regulatory pathogen reduction requirements (14 CCR §17868.3). There <br />will be a minimum of five turnings of the CCO windrows during a 15 -day <br />period during which readings such as temperature and oxygen content <br />are monitored and documented. When the desired level of <br />decomposition has been achieved, the CCO compost materials will be <br />moved to the curing areas for a six-week period or left in place until <br />shipment from the site <br />At the start of all CCO composting cycles, temperatures will be taken and <br />recorded daily to confirm satisfactory results. Temperature <br />measurements will be taken at 1.5 to 2 feet below surface for Elongated <br />Windrow Method. This will be performed to allow for accurate <br />temperature measurements deep within the windrow. The minimum <br />frequency for temperature readings for all composting methods will be <br />based on a 200 cubic yard volume per reading. <br />Procedures for taking temperatures <br />Temperature probes 2 feet long, with a dial on one end and <br />a thermocouple on the other will be used for taking <br />temperatures. The probe will be inserted into the windrow at <br />depths at which the temperatures will be taken as discussed <br />above. <br />The same person taking the temperatures using the same <br />technique each time will be utilized whenever possible to aid <br />in eliminating variables. <br />Points for probe insertion shall be chosen to produce the <br />most representative readings of internal temperatures. <br />
