Proposed Odor Impact Minimization Plan — Compost Facility <br />Tracy Material Recovery Facility and Transfer Station <br />30703 5. MacArthur Drive, Tracy, California 95377 <br />In the event of significant odors where a complaint has been filed, the protocol is <br />for the Operator and/or the LEA to inspect the location of a received complaint. <br />The Operator and/or LEA shall attempt to determine if an offensive odor exists. <br />In the event that the complaint cannot be verified in this manner, the Operator will <br />continue to perform self-monitoring and continue the best management practices <br />(BMPs) described in his operating document. In the event an offensive odor is <br />detected, the Operator and LEA shall discuss additional or enhanced BMPs to <br />minimize the likelihood of future odor detection. <br />The mitigation measures for windrow method would be to load out any <br />odoriferous material to a landfill for disposal. The operator will reduce the holding <br />time from seven days at certain times of the year where there are a high <br />percentage of grass clippings or wet leaves to a time period which will effectively <br />minimize odors. <br />Section 17863.4 (b) (2) - Meteorological Data <br />The climate in the Northern San Joaquin Valley is characterized by hot, dry <br />summers and cool, moist winters. Most of the annual precipitation occurs as rain <br />that falls during the winter and early spring months. Most of the rain falls during the <br />months of November through April, with December, January, and February <br />accounting for more than one-half of the total. <br />Temperatures range from a monthly average low of 38.2 F in January to a monthly <br />average high of 92.7 F in July, reported by the Western Regional Climate Center for <br />the period of 1954 to April 30, 2007 at the Tracy Pumping Plant Station. The <br />prevailing wind direction is from the west. <br />If necessary, windrow turning schedules will be altered during brief periods of wet <br />weather to ensure proper aeration of the compost piles and to maintain appropriate <br />moisture content. <br />There is potential for increased odors existing when turning of windrows or <br />transferring piles that may have been on site for an average time period of 14 <br />days. If necessary, windrow turning schedules and transferring of green material <br />will be altered during brief periods of higher winds towards any potential receptor. <br />Section 17863.4 (b) (3) - Complaint Response Protocol <br />Complaints may be received by either the Operator or the LEA. <br />• Should the LEA receive a complaint, they will notify the Operator within 24 <br />hours and file the complaint on the attached form. <br />• The Operator receives and reviews the complaint. <br />12 <br />
