Edgar <br /> Edgar and Associates, Inc. <br /> 1822 21" Street <br /> Sacramento, CA 95811 <br /> Subject: Subject: State Clearinghouse(SCH)No.2011102013—Proposed Mitigated <br /> Negative Declaration(MND) for the expansion of the Tracy Material Recovery <br /> and Transfer Facility (TMRTS)requiring the issuance of a revised full Solid <br /> Waste Facilities Permit(SWFP), SWIS No. 39-AA-0024, San Joaquin County. <br /> Dear Mr. Edgar: <br /> The California Department of Resources Recycling and Recovery(CalRecycle or Department) <br /> staff appreciates the opportunity to review and comment on the MND for the proposed TMRTS <br /> expansion facility design and operations. CalRecycle staff have reviewed the MND and offer the <br /> following comments. <br /> CalRecycle staff would like to offer further assistance to the lead agency by offering CalRecycle <br /> permitting and technical staff to be made available for any meetings regarding the planning, <br /> development and permitting of the proposed TMRTS facility expansion. <br /> PROPOSED PROJECT DESCRIPTION <br /> The proposed project is in response to the application for a Use Permit(Use Permit application <br /> No. PA-0900005)by Tracy Material Recovery, Inc. The proposal is for the expansion of an <br /> existing solid waste processing and recycling facility from 39.2 acres to 51.7 acres in two phases <br /> over twenty years with a maximum of 1,727 vehicles per day(vpd) at final build-out. Phase lis <br /> to increase the daily waste capacity from 1,000 tons per day (tpd)to 1,800 tpd within 10 years <br /> and Phase 2 is to increase the daily waste capacity from 1,800 tpd to 2,500 tpd within twenty <br /> years. The proposal is also to increase the hours of operation 6:00 AM to 6:00 PM, seven days <br /> per week,to 24 hours per day, seven(7) days a week. All outdoor processing activities will not <br /> begin before 6:00 a.m. and will not operate after 10:00 p.m. on site activities to include vehicle <br /> maintenance, equipment storage and truck parking, construction and demolition of inert debris, <br /> processing of wood waste grindings, appliance recycling, and associated waste handling <br /> activities. Proposed site improvements will include: (1) The addition of 19,200 square feet(sq. <br /> ft.)to the existing 57,200 sq. ft. material recovery facility and transfer station building; (2) <br /> Addition of 10,500 sq. ft. to the existing maintenance and administration building; (3) <br /> Construction of a one (1)mega-watt wood waste bio-mass gasification unit for on-site energy <br /> use only. <br /> ORIGINAL PRINTED ONzoo%POST-CONSUMER CONTENT,PROCESSED CHLORINE FREE PAPER <br />
