The
wastewater would flow approximately 1.5 miles to the Upland Canal , then 2.0 miles
to White Slough. February 1985 inspections showed that the agricultural drain
was dry, and that there was no observable flow in the Upland Canal . There is
virtually no assimilative capacity in the proposed "receiving waters" to prevent
formation of low dissolved oxygen and odor nuisance conditions, at least during
the winter. The agricultural drain, therefore, is not an acceptable discharge
location.
The "Wastewater Management - Preliminary Engineering Study, February 1984" in-
dicated that piping the wastewater directly to White Slough would add approxi-
mately $375,000 to the project cost. With this addition, the land disposal and
surface water disposal options have approximately the same cost. Please reeval-
uate the options of discharging to White Slough versus complete land disposal .
If you have any questions, please contact me at (916) 322-9095.
KENNETH D.
