The <br /> wastewater would flow approximately 1.5 miles to the Upland Canal , then 2.0 miles <br /> to White Slough. February 1985 inspections showed that the agricultural drain <br /> was dry, and that there was no observable flow in the Upland Canal . There is <br /> virtually no assimilative capacity in the proposed "receiving waters" to prevent <br /> formation of low dissolved oxygen and odor nuisance conditions, at least during <br /> the winter. The agricultural drain, therefore, is not an acceptable discharge <br /> location. <br /> The "Wastewater Management - Preliminary Engineering Study, February 1984" in- <br /> dicated that piping the wastewater directly to White Slough would add approxi- <br /> mately $375,000 to the project cost. With this addition, the land disposal and <br /> surface water disposal options have approximately the same cost.
