INFORMATION SHEET <br />SADDLE CITY COUNTY SERVICE AREA NO. 31 <br />AND GIBRALTAR COMMUNITY BUILDERS <br />WASTEWATER TREATMENT FACILITY <br />SAN JOAQUIN COUNTY <br />Saddle City (SC) is a resort development proposed by Gibraltar Community Builders <br />at a site east of Interstate 5 and south of State Highway 12. The development <br />facilities would include a resort motel, restaurants, a gas station/truck stop, <br />camping areas, and small stores and shops typical of a resort area. The <br />facilities, when fully developed, will discharge 0.15 mgd of treated domestic <br />wastewater to the San Joaquin River via White Slough. Proposed treatment is by an <br />activated sludge package plant, followed by chlorination and filtration. <br />SC approached the City of Lodi on several occasions to get permission to connect <br />to Lodi's sewage treatment plant. However, due to Lodi's "greenbelt" ordinance, <br />which prohibits annexation of new developments to the City, SC's request was <br />declined. <br />The Board encouraged SC to go to land for waste disposal, even if only during <br />summer. However, due to tight soils around the project site, SC determined <br />that land disposal is not feasible and proposed a year-round discharge to White <br />Slough. The Board, in order to continue encouraging land disposal and to be <br />consistent with the City of Lodi's requirements, is requiring SC to meet the more <br />stringent BOD5 and SS limits of 20 mg/l monthly average and 40 mg/l weekly <br />average during the irrigation period (May - October). The 30 mg/l monthly average <br />and 45 mg/l weekly average limits for BOD5 and SS are EPA secondary treatment <br />effluent standards required of discharges to surface waters. <br />The San Joaquin County Board of Supervisors has adopted a resolution which formed <br />County Service Area No. 31 encompassing SC. Sanitary sewer service is to be an <br />extended county service. <br />7/30/86:PSI:gs <br />
