Inhibit or disrupt treatment processes, treatment system opera- <br />tions, or sludge processes, use, or disposal and either cause a <br />violation of this Order or prevent sludge use or disposal in accord <br />with this Order. <br />11. Amador Corporation, as owner of the real property at which the <br />discharge will occur, is ultimately responsible for ensuring compliance <br />with these requirements. San Joaquin County Service Area 31 retains <br />primary responsibility for compliance with these requirements, <br />including day-to-day operations and monitoring. Enforcement actions <br />will be taken against Amador Corporation only in the event that <br />enforcement actions against San Joaquin County Service Area 31 are <br />ineffective or would be futile, or that enforcement is necessary to <br />protect public health or the environment. <br />12. Prior to making any change in the discharge point, place of use, or <br />purpose of use of the wastewater, the Discharger shall obtain approval <br />of or clearance from the State Water Resources Control Board (Division <br />of Water Quality and Water Rights). (Water Code Section 1211.) <br />13. In the event of any change in control or ownership of land or waste <br />discharge facilities presently owned or controlled by the Discharger, <br />the Discharger shall notify the succeeding owner or operator of the <br />existence of this Order by letter, a copy of which shall be immediately <br />forwarded to this office. <br />I, WILLIAM H.
