STAFF ANALYSIS The applicant is requesting an 18-unit commercial subdivision of a 51-acre parcel . A previous subdivision for 25 lots was approved in September 1981 by action of the Board of Supervisors. That approval lapsed September 3, 1984 . The project under consideration includes 14 parcels for commer- cial development , two parcels for well sites, one parcel for a waste water treatment facility, and one parcel for a permanent lake . The project site is designated Highway Service on the General Plan and is zoned Highway Service (H-S) . The issue with the project concerns the proposed Pommel Lane access onto Highway 12 . The Department of Transportation (CalTrans) indicates that the location shown on the subdivision map, where Pommel Lane intersects Highway 12 , was intended for temporary access only. CalTrans cannot allow a permanent faci- lity to be built there. Upon further discussion, it was indi- cated that CalTrans had purchased the access rights of the parcel frontage along Highway 12 . Because of this cir- cumstance, a condition of approval will be required that the access question be resolved. The conditions of the Department of Public Works and the Local Health District reflect the project ' s two-phase development . Generally, Local Health will permit septic systems in Phase I but will require a public sewer system in Phase II . Public Works has concerns regarding the phasing of development impro- vements ; their conditions reflect this concern by requiring that specific improvements in Phase II be completed prior to the filing of the Phase I final map. An Initial Study was prepared for the project . No significant impacts were identified with the request . A Negative Declaration is recommended.
