w <br /> PLANNING COMMISSION MINUTES <br /> DECEMBER 6 , 1984 <br /> PAGE 2 <br /> 2 . GENERAL PLAN AMENDMENT NO GP-84-17 AND RECLASSIFICATION <br /> PETITION NO. Z-85-8 OF EAST BAY MUNICIPAL UTILITY DISTRICT, to <br /> amend a portion of the map of the Land Use/Circulation Element of <br /> the County General Plan from Residential Low Density to Public <br /> Utility, and to reclassify property from I-PA ( Interim Protected <br /> Agriculture) to M-1 ( Limited Manufacturing ) , located on the <br /> southwest corner of Los Angeles Street and West Main Street, West <br /> Stockton. <br /> f <br /> Planner Daryle Mitchell introduced a staff report and noted a <br /> change in recommended finding C, as stated in a memorandum from <br /> staff dated December 6, 1984. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Mike Young, P.O. Box 850 , Lockeford , was present to <br /> represent East Bay Municipal Utility District. He noted that the <br /> existing yard has been a nonconforming use since 1926 and the <br /> proposal is to bring the zoning into conformity with the use. <br /> They plan to expand to the three parcels to the south and this <br /> would be the ultimate expansion of their property; that area is <br /> to be used for storage. <br /> Earlee Liggens , 107 South Los Angeles Street , owner of property <br /> adjacent to the project, noted that her property is between two <br /> vacant lots and she wants to build houses on her property. She <br /> asked for information and was referred to staff . <br /> OPPONENTS: None <br /> PUBLIC HEARING CLOSED <br /> Comm. Berglund noted that this proposal will expand an existing <br /> use and will bring the zoning and use into conformity. <br /> Comm. Gillispie noted that the property is adjacent to an <br /> existing M-1 Zone . <br /> MOTION: Moved, seconded (Gillispie-Berglund) and carried by a <br /> unanimous roll call vote to recommend adoption of the Negative <br /> Declaration and approval of the amendment to the General Plan and <br /> the rezoning based on the findings stated in the staff report. <br /> Comm. Arnaudo absent. <br />
