OBSERVATION:An accurate UST monitoring plan was not submitted. -The 91 monitoring plan incorrectly lists the leak detector as a FE Petro. A VMI 99 LD-2000 leak detector was installed on 3/3/2022. -The monitoring plans for both tanks lists the previous franchisee as the'first person having responsibility'. REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class Il. 203 CCR 2712(b)(1-2)Failure to maintain monitoring records for 36 months and maintenance records for 60 months. OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. The missing items include: -Work order from the cold start of the monitoring panel and replacement of dispensers with conversion frames in September 2021 (copy sent over from the contractor at the time of inspection) -Work order from the leak detector replacement on 3/3/22 REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last three years on site and submit copies to the EHD. This is a repeat violation, Class Il. 205 CCR 2712(i) Failure to submit and have current UST Monitoring Plan readily accessible at the facility. OBSERVATION:A current copy of the monitoring plans were not available for inspection. REGULATION GUIDANCE:A copy of these plans shall be accessible on site at all times. CORRECTIVE ACTION: Immediately locate and retain a copy on site. This is a repeat violation, Class II.
