OBSERVATION: Liquid was observed in the diesel and 91 grade STP sump. REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. CORRECTIVE ACTION: The service technician removed 40 gallons of liquid from the diesel STP sump and 3 gallons liquid from the 97 STP sump. Ensure that all sumps and annular spaces are maintained free of liquid. This is a repeat violation, Class II. 308 CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. OBSERVATION: The float and chain in the dispenser 3/4 for diesel and 1/2 for 87 grade failed to stop the flow of product at the dispenser when tested. REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. CORRECTIVE ACTION: The service technician adjusted the float and chain and verified functionality. This is a repeat violation, Class II. 317 CCR 2636(f)(2) Failure of the line leak detector to detect a 3.0 gph leak at 10 psi and restrict or shut off flow. OBSERVATION: The 91 grade line leak detector failed to detect a leak when tested. REGULATION GUIDANCE:All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the failed leak detector(LG 113-x listed, if applicable)and obtain a permit within one business day from the EHD, if needed. If the failed leak detector can't be replaced immediately,there is a possibility that the 91 grade UST system may be red tagged to prevent fuel inputs. This is a repeat violation, Class II.
