OBSERVATION:An accurate UST Monitoring Site Plan was not submitted. One of the site maps lists the 87&91 tanks as 10,000 gallons each. Removed dispensers are still included on two of the site maps. REGULATION GUIDANCE:A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and piping and clearly identify locations of the following equipment, if installed: 1)monitoring system control panels; 2)in-tank liquid level probes (if used for leak detection); 3)devices monitoring tank annular spaces or vault;4)devices monitoring product piping; 5)devices monitoring fill piping; 6)devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. This is a minor violation. 109 CCR 2715(a)(1)(B), 2715(a)(3) Failure to submit"Designated Underground Storage Tank Operator Identification Form"within 30 days. OBSERVATION: The Designated Underground Storage Tank Operator Identification Form was not submitted in CERS and was marked as Exempt. Facility is no longer in temporary closure as of 6/17/2021. REGULATION GUIDANCE: By January 1, 2005, owners of underground storage tank systems shall submit a signed statement to the local agency indicating that the owner understands and is in compliance with all applicable underground storage tank requirements, and identifying the designated UST operator(s)for each facility owned. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov and upload the notification identifying all the designated operators for this facility.
