Dave Olmstead
P.O. Box 134
Tracy, CA 95378-0134
RE: Santos/Los Ranchos Subdivision's Small Community Water Treatment System
Tracy.
Dear Mr. Olmstead:
Representatives from the State of California Department
of Health
Engineering Branch and from the San Joaquin Local Health District haverecentlyre-
viewed the plans submitted by your engineer for the Small Community Water Treatment
plant for the Santos/Los Ranchos subdivisions , Tracy, CA.
We are requesting that a manual be provided with the plans specifying the operation
and maintenance details for this water treatment system.
The United States Environmental Protection Agency states that deionization is an
acceptable method for lowering total dissolved solids and removal is up to 99%
effective.
Although we can accept deionization as a method of treatment for lowering total
dissolved solids in concept, the finished product or treated water furnished into
every single family residence will have to at ALL times meet the primary and
secondary drinking water standards specified in Title 22 of the California Adminis-
trative Code. Further, any backwash from the deionization treatment system shall
be disposed of in a sanitary manner, i .e. , lined ponds, sanitary landfill site, etc.
We will require that water samples be analyzed for secondary standards on a quarterly
basis by a state approved laboratory, the results of which are to be mailed to the
San Joaquin Local Health District to insure the -standards are being met.
Please contact the San Joaquin Local Health District once your treatment system has
been installed so an appropriate sampling program can be implemented.
Jogi Khanna, M.
