Dear Mr. Sanfilippo: SJCOG, Inc. has reviewed the project referral for PA-2'10027'1 (SA). This project consists of a Sita Approval application to establisM1 the use of amechanic-training facility. The proposed business onsite plans to train truck mechanics and truck collision body repair technicians to be certified repair technicians. The training facility will operate Monday through Friday during regular business hours (8:00 am to 5:00 pm) and will include 40 employees. The project will be completed in one phase and will include the construction of a '12,360 square-foot, single-story, metal-frame building. The proposed building will consist of 4 shops (including 2 roll-up doors), 4 training facility areas, 3 offices, 1 storage area, 1 meeting room, 1 breakroom, and restroom facilities. TM1a project site contains an existing truck sales facility, which is not a part of this application. Tha applicant proposes to utilize existing public water services from the City of Stockton, proposes anew septic system for sewer service, and will use an existing on-site retention pond for storm drainage. The project alta Is on the south side of E. Transportation Court, at tM1e southeast corner of E. Transportation Court and Harlan Road, French Cap(APN/Address: '193-2']O-22/'1'10 E. Transportation Court, French Camp). San Joaquin Gounty is a signatory to San Joaquin County Multi-Species Habitat Conservation and Opan Spaces Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal entlan9ared species acts, and ensures that the impacts era mitigated below a level of significance in compliance with the California Environmental Duality Act (CEQA). The LOCAL JURISDICTION retains responsibility for ensuring that the appropriate Incidental Takes Minimization Measure are properly implemented and moni[oretl and khat appropriate fees are paitl in compliance with the SJMSCP. Although participation in the SJMSCP is voluntary, Local Jurisdiction/Lead Agencies should ba aware that if project applicants choose against participating in the SJMSCP, they will be requiretl to provitla alternative mitigation in an amount and kintl equal Yo that provided in the SJMSCP. This Project is subJact to the SJMSCP. This can be up to a 30 day process and it is recommended that the project applicant contact SJMSCP staff as early as possible.
