Transportation Ct., APN: 193-270-22 <br /> Mr. Sanfilippo: <br /> The City of Lathrop is in receipt of the referral for the above referenced project and is submitting the <br /> comments below for the record and your consideration: <br /> • The subject property is within the North Lathrop Study Area and is subject to the North <br /> I Lathrop Transportation Fee (NLTF). In 2010, [he City of Lathrop adopted the North Lathrop <br /> Transportation Fee Study (Resolution No. I 1-3132, attached). The study identified all proposed <br /> and potential development projects which were estimated to generate 22,000 new daily vehicle <br /> trafFic trips using the Roth Road / I-5 interchange that will degrade the interchange to an <br /> unacceptable operating Level of Service (LOS) "F". The City's standards require that the <br /> interchange and its associated frontage road operate at a minimum LOS "D", consistent with <br /> Caltrans standards. The purpose of the study was to establish an equitable and Fair share <br /> transportation impact fee to be imposed on all projects within the study area that will impact the <br /> Roth Road / I-5 interchange in order to collect the funding construct required transportation <br /> system improvements. <br /> The study also determined that improvements to [he interchange, including relocation of the <br /> Harlan and Manthey frontage road intersections, will be required for the Roth Road / I-5 <br /> interchange to operate at a LOS "D" at full build out of the estimated development projects in <br /> the north Lathrop area. The cost of these transportation system improvemenxs was originally <br /> estimated to be $28,825,000.
