15 . 0 Bulk Storage Containers - 40 CFR 112 . 8 (c) <br /> ( 1 ) Tank compatibility with its contents <br /> The welded steel storage tanks are compatible with the oil products stored within them . <br /> The 10, 000-GA horizontal single-wall, steel tank fabricated by Perkins Welding to <br /> presumed UL 142 standards for aboveground use . There are several openings, either <br /> plugged or containing a discharge pipe from the dispenser pump or a fill/dispense vent <br /> with weather head. The ASTs containing lubricants in the shop interior are single wall <br /> steel ASTs fabricated by ACE Tank & Equipment Seattle, WA to presumed UL80 <br /> standards. There is no emergency vent relief on any tank for the primary shell. <br /> Personnel access to the diesel fill point is via a quick couple connection within the <br /> containment basin . Lubricant tanks are filled from the top through openings with <br /> removable plugs. The exterior of the fuel tanks are readily visible . There is no fill <br /> limiting valve on the diesel fuel tank. <br /> The Motor Oil , Hydraulic Oil and Waste Oil are stored in labeled bulk storage tanks <br /> with dispensers. They are double walled 275 GA oval ASTs. All sides are visible, they <br /> are located inside the lube shop building . <br /> Gear lubricant, thinner and other products are stored in upwards to fourteen 55 GA <br /> steel drums in the building. <br /> (2) Diked area construction and containment volume for storage tanks <br /> A Concrete Floor barrier is employed in the shop. <br /> Calculated capacity of secondary containment is found in Appendix H , "Containment <br /> Calculations ." <br /> (3) Diked area, inspection and drainage of rainwater <br /> See Section 5A (2) above. <br /> (4) Corrosion protection of buried metallic storage tanks <br /> No buried metallic storage tanks exist at this facility. <br /> (5) Corrosion protection of partially buried metallic storage tanks <br /> No partially buried metallic storage tanks exist at this facility. <br /> (6) Periodic integrity testing for all oil-containing aboveground tanks <br /> As outlined in the settlement agreement between the EPA, API , the Petroleum <br /> Marketers Association of America and Marathon Oil Company in February 2004, shop- <br /> built containers with a shell capacity of 30, 000 gallons or less that are elevated in a <br /> manner that decreases corrosion potential and makes all sides visible during visual <br /> inspection , do not need to undergo additional methods of integrity testing to meet the <br /> requirement of § 112. 8(c)(6) . <br /> KNIFE RIVER-STOCKTON PLANT <br /> 17 <br />
