The inspector noted that several areas of the Tank exterior, Tank supports, and piping surfaces <br />had areas of paint failure and corrosion. The Tank coating and piping coating should be <br />maintained intact. Failed coating and surface rust and should be removed, followed by <br />application of a protective coating to the Tank, Tank supports, and piping for continued service <br />of the Tank. <br />3. The inspector noted exterior product staining near the Tank’s dispenser port, bottom drain plug, <br />and around the external dispenser pump. Evaluate the operability of the dispenser pump and <br />piping connections, make repairs as necessary. Clean stains from the exterior of the Tank to be <br />able to identify new leaks. <br />4. Based on the STI SP001 Standard, the interval until the next certified formal external <br />inspection is 20 years and should take place on or before November 11, 2041. If the Facility <br />uses an alternate standard or chooses to provide “equivalent environmental protection” in lieu of <br />routine integrity testing, the method and schedule for such should be included in the Facility’s <br />SPCC Plan. <br />a. The Facility SPCC Plan requires that monthly and annual inspections are to be completed by <br />the Tank owner/operator. Inspections include monthly check for water in the Tank or <br />implementation of an alternative consistent with Section 6.10 of the STI SP001 Inspection <br />Standard. Refer to the checklists contained in the Facility SPCC Plan or in Attachment B of <br />this report. These documents are to be completed by the owner or operator on a monthly and <br />annual basis. All records should be maintained at the Facility for a period of 3 years. <br />b. The inspection checklist may be modified for Tank-specific applicability; however, the <br />inspections must remain substantially equivalent. Deviations or alterations made to STI <br />SP001 Standard monthly and annual inspections that are not substantially equivalent should <br />be discussed in the Facility SPCC Plan. <br /> <br />Inspector Recommendations for Continued Tank Service <br />The following recommendations are based on good engineering practices to extend the useful life of the <br />Tank and to limit minor leaks and spills during operation of the Tank. <br />1. Condor recommends the Facility provide signage near the liquid level gauge including the liquid <br />level measurement that corresponds to 90 percent Tank capacity, in this case, 6 feet 7.5 inches <br />(9,003 gallons) and instructions not to fill the Tank past this point. <br />2. Condor recommends removal of the external corrosion from the ladder, platform, and handrails <br />followed by the application of a protective coating. <br />3. Provide training for personnel performing the monthly and annual inspections to include <br />identification of the applicable Tank equipment and proper completion of the forms. <br /> <br />Suitability for Continued Service <br />The following inspection actions are required as a Category I Tank: 20-year formal external inspections <br />and periodic (monthly/annual) visual inspections. Federal, state and/or local regulations may require more <br />frequent inspections of the Tank. <br /> <br />Based on the STI criteria and results of the current external inspection, items 1-3 under Requirements for <br />Continued Tank Service must be completed for Condor to formally approve the continued use of the
