S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> VALLEY PACIFIC PETROLEUM SERVICES 1 166 FRANK WEST CIR, STOCKTON February 23, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Some leaking and oily puddling (-1'diameter)was noted below two oil dispensing nozzles, <br /> located in the area next to AST-8.Also oily smearing was observed on top of two oil tanks(AST#2 and#5)in the <br /> area of oil pumps. Facility inspection records for the facility indicated that these two tank pumps(#2 and#5)have <br /> been leaking since 11/27/2020. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Ensure that all leaks are fixed. Clean up all spills, and manage all generated waste <br /> according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department indicating that these leaks were <br /> addressed. <br /> This is a Class II violation. <br /> 502 CCR 66262.34(d)(2)Tank system inspections of discharge systems, monitoring equipment, and tank levels not <br /> done daily. <br /> OBSERVATION: The hazardous waste tank(AST-8, 500-gallons) is not being inspected daily. This tank is <br /> located inside a concrete enclosure with a metal lid and is not observable without first removing the heavy metal lid. <br /> Facility indicated that this tank is not being inspected routinely. Hazardous waste tanks must be inspected daily as <br /> described in this section. <br /> REGULATION GUIDANCE: Title 40 Code of Federal Regulations section 262.16 <br /> CORRECTIVE ACTION: Immediately start to inspect the hazardous waste tank as required by this section. <br /> Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 503 CCR 66262.34(4)(2)Tank system inspections of construction materials,fixtures, and surrounding areas not done <br /> weekly. <br /> OBSERVATION: The hazardous waste tank AST-8 is not being inspected weekly(specifically surrounding areas). <br /> Hazardous waste tanks must be inspected weekly as described in this section. <br /> REGULATION GUIDANCE: Title 40 Code of Federal Regulations section 262.16 <br /> CORRECTIVE ACTION: Immediately start to inspect the hazardous waste tanks as required by this section. <br /> Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> FA0006289 PR0513595 SCO01 02/23/2022 <br /> EHD 22-01 Rev.12/06/2021 Page 4 of 5 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
