Tracy, CA 95304 <br /> APN: 250-100-60, <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading Study dated March 2, 2022 and Addendum dated October 2, 2023 (SSNL) for the above noted location <br /> and has the following comments for your consideration. <br /> The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br /> system (OWTS) usage and the potential long-term nitrate loading impact to groundwater from the proposed <br /> cannabis cultivation facility, under land use application PA-2100126 (UP). <br /> Based on the information provided the EHD can make the following findings: <br /> a. The SSNL report includes a subsurface soil profile from soil samples collected with a backhoe excavator <br /> in December 1, 2021. The SSNL concludes that based on the soil profile characteristics observed in the <br /> soil samples, a percolation rate is anticipated to be in range of 15 to 30 minutes per inch. <br /> However, no percolation test was completed. Therefore, the Soil Suitability Study has been found to be <br /> incomplete. An addendum to the Soil Suitability Study shall be submitted to the EHD prior to issuance <br /> of building permits that shall include the information noted in the attached checklist. San Joaquin County <br /> Development Title, Section 9-604.010(d)). <br /> b. No water sample was collected to analyze for dibromochloropropane (DBCP). The existing private water <br /> wells shall be tested for the chemical DBCP with the results submitted to the Environmental Health <br /> Department prior to issuance of building permit(s). Samples are to be taken and analyzed by a State <br /> approved laboratory (San Joaquin County Development Title, Section 9- 601. 0200)). <br /> c. Based on the information provided, the proposed on-site septic system has the potential to cause a build <br /> up of nitrate in the aquifer up to 8.37 MG/L. Therefore, the EHD finds that the SSNL Study supports the <br /> suitability for standard OWTS usage for the proposed development with regard to nitrate impacts, <br /> pursuant to San Joaquin County Ordinance Code Title 9, Section 9-1105.2(d). <br /> Submit an addendum to the SSNL to include the requested information noted above.
