One diesel storage tank(estimated to be able to store <br /> 8000 gallons)was found on site,this tank doesn't appear to have adequate emergency venting.This tank was <br /> observed on a metal trailer/hitch with tires braced by tire blocks to prevent it from moving. Mr. Henry Rotor <br /> indicated that this tank is used for overflow fuel deliveries and has been brought to the site sometime in the last 1-2 <br /> years. <br /> REGULATION GUIDANCE: (c)(1)Not use a container for the storage of oil unless its material and construction are <br /> compatible with the material stored and conditions of storage such as pressure and temperature. <br /> CORRECTIVE ACTION: Immediately determine if this container is approved and has appropriate construction for <br /> diesel storage. Store oil in containers with material and construction compatible with the material stored and <br /> conditions of storage such as pressure and temperature. Ensure that all onsite tanks are properly constructed and <br /> are third-party listed for use as Aboveground Storage of Combustible or Flammable Liquids. Submit proof of <br /> correction to the EHD. <br /> This is a repeat violation, Class Il. <br /> 706 CFR 112.8(c)(2)Failed to provide and maintain adequate secondary containment for bulk storage tanks. <br /> OBSERVATION: The facility failed to provide and maintain secondary containment for bulk storage tank <br /> installations sufficient to hold the capacity of the largest container, including adequate freeboard for precipitation. <br /> One diesel storage tank,which appeared to be single walled (estimated to be able to store 8000 gallons)was <br /> found on site without adequate secondary containment.This tank was located adjacent to the onsite bulk storage <br /> diesel and gasoline tanks. Mr. Henry Rotor indicated that this tank is used for overflow fuel deliveries and has <br /> been brought to the site sometime in the last 1-2 years. <br /> REGULATION GUIDANCE: (c)(2)Construct all bulk storage tank installations(except mobile refuelers and other <br /> non-transportation-related tank trucks)so that you provide a secondary means of containment for the entire <br /> capacity of the largest single container and sufficient freeboard to contain precipitation.You must ensure that diked <br /> areas are sufficiently impervious to contain discharged oil. Dikes, containment curbs, and pits are commonly <br /> employed for this purpose.You may also use an alternative system consisting of a drainage trench enclosure that <br /> must be arranged so that any discharge will terminate and be safely confined in a facility catchment basin or <br /> holding pond. <br /> CORRECTIVE ACTION: Immediately provide and maintain adequate secondary containment for the following bulk <br /> storage tank: overflow diesel tank located adjacent(but outsite of the secondary containment)to the bulk diesel <br /> and gasoline tanks.
