i <br /> In sites with suitable terrain and soil conditions, trenches may be <br /> excavated and filled with refuse and garbage. Burning of combustible refuse <br /> in these trenches may be accomplished with less danger of fire spreading to <br /> adjacent farming operations or brush. After burning, the noncombustible <br /> residue may be compacted and consolidated at one end of the trench and <br /> covered with a layer of earth from the excavated spoil. This method is called <br /> trench and cover. However, this type of operation, unless isolated, can <br /> create nuisance and air pollution. <br /> The dumping of refuse and garbage on river bank at various dumps is a coimyion <br /> cause of water pollution. high waters carry and spread refuse and garbage <br /> for miles down stream. Certain organic and nonorganic materials leach from <br /> the refuse and garbage dumps, killing fish and creating a nuisance in the <br /> general area. <br /> The preceding comments briefly describe# with two exceptions, the disposal <br /> sites in the County. The following are conditions, recommendations and <br /> s-L1 [ regarding, the management of existing dumps being used by the <br /> public . <br /> x. Riverbank City Dump <br /> The Riverbank dump fails to meet sanitary standards for refuse disposal. <br /> This dump is located in the southeast corner of the County, near Escalon. <br /> Mixed refuse# rubbish, and garbage from Riverbank (in Stanislaus County) <br /> Is dumped and burned. Smoke, odors, and other nuisance is created; <br /> the open dump operation provides rat food and harborage and fly production <br /> during warm weather. The site ;s poorly maintained. <br /> 2. Sn der Dis osal Dum <br /> This dump does not meet sanitary standards for refuse and garbage disposal. <br /> This dump site is operated by a private individual, Mr. Chester Snyder„ <br /> for refuse, garbage$ and cannery wastes. The dump site is not properly <br /> maintained or operated. Material is dumped promiscuously in the area for <br /> salvage purposes. Occasionally, refuse is burned, creating odors. As <br /> a result of a petition from people living in the surrounding area, and <br /> subsequent trials the Court placed the operator on two years' probation <br /> with the provision that he maintain the dump site in a sanitary condition, <br /> Because of his failure ito maintain the site properly# probation was <br /> rescinded' and Mr. Snyder is presently in the County Jail, and the <br /> dump site is closed. <br /> : a City of Escalon <br /> Open dumping in ravines and over the river bank does not meet sanitary <br /> standards for refuse, garbage, and cannery waste disposal. This open <br /> dump is located 3i miles south of Escalon, adjacent tq; the Stanislaus <br /> River. The Escalon Garbage Service, a private collector having a <br /> contract with the City, collects mixed refuse and garbage which is <br /> delivered to the site. The garbage and refuse is dumped over a bank <br /> and periodically burned. The site is poor in appearance because of <br /> poor general operation. There are many flies and sources of rats. <br /> Compulsory garbage collection is not required within the City. <br />
