Sweeso and Mindt:
Thank-you for meeting with Brad Williams and me on Wednesday, June 3, 1998, to
discuss the Integrated Waste Management Board's (IWMB) Solid Waste Cleanup Program
(AB 2136)• Enclosed please find site visit reports, including recommendations, for the
Santa Fe Road Illegal Disposal Sites; namely the Bill Lane Dump (39-CR-0001) &- the
Lynch/Santa Fe Illegal Disposal Site (39-CR-0040).
As we discussed, there are several ways that AB 2136 funds may be used to cleanup
eligible sites; namely through matching (50% of eligible costs) grants with local
governments, loans to local governments, LEA grants, or Board managed cleanups using
the Board's on-call contractors. If your local city or county agencies should be interested
in a matching grant or loan for these or other projects, we will gladly meet with their
representatives to discuss application procedures. A sample LEA Grant Application is
enclosed for your review and use should the LEA desire to apply for eligible cleanup
projects. A request for a Board managed cleanup should be made after responsible parties
for a site have been positively identified and issued an appropriate Enforcement Order. A
"boilerplate" enforcement order is enclosed for your review and/or use. The order cites
applicable Statutes for the 2136 Program and may be used to demonstrate the responsible
parties' inability or unwillingness to cleanup/remediate their site in a timely manner.
As you will note in the enclosed Site Investigation Reports, the Bill Lane Dump & the
Lynch/Santa Fe Illegal Disposal Site are potential sites for cleanup through the AB 2136
California Environmental Protection Agency
'`- Printed on Recycled Paper
