LANE <br /> ADDRESS: 23125 SOUTH HENRY ROAD, RIVERBANK, CA 95367 <br /> PHONE: UNKNOWN FAX: N/A <br /> SITE VISIT DATE: 6/3/98 <br /> PRESENT: <br /> T.SWEESO (CODE ENFORCEMENT)BACKGROUND: The San Joaquin County Environmental Health Department (LEA, 209-468- <br /> 0343) <br /> O8 68'O343) provided 213@staff with copies ofbackground information regarding this site. Provided <br /> records document that disposal activities have occurred on this property since 197710the present. <br /> As the result ofthe SJ County DA's office (David |nay, 209-468'2470) 1981 prosecution, the <br /> property owner was ordered to "turn over soil onproperty, soil brought in bydefendant 2G96 per <br /> year. Soil is to be sifted for hazardous & construction materials which are to be removed. To allow <br /> a 000roh 8& inspection on the property by SJ Planning Oopt' at arranged tirnam'° In addition n <br /> $10'89Ofine/fee was imposed onthe owner. <br /> ' <br /> The LEA and Code Enforcement office (208'468'3184) recently became aware that disposal <br /> activities have resumed and that the property owner did not satisfy the court judgement. The LEA <br /> requested 213Ostaff tuevaluate this site for possible site cleanup consideration on 6/27/98' <br /> REMARKS: Upon arriving on-site, the LEA Q/ Code Enforcement officer enp|minedtha1the ' <br /> property owner had primarily accepted, for fee, construction/demolition debris from local <br /> contractors and had than buried this material o|mnA the *vaatarn edge of the property against the <br /> elevated berm of the Santo Fe Rail Line. Reported xvootm materials accepted and landfilled include <br /> concrete pieces, concrete (asbestos containing) pipe, metal itmrno' scrap |umnbor, vvn||bmord, asphalt, <br /> and landscape cuttings. Areview ofrecords provided indicate that batteries, tires, mattresses, <br /> garbage, and automobiles have also been observed inthe fill. Additionally, the records indicate 55- <br /> gallon drums and other containers have been buried on the property. The LEA & Code Enforcement <br /> officer also indicated that the owner routinely burned waste on the property and that in the early <br /> 9Omafire occurred )nthe fill lasting 1 + month. <br /> We proceeded to walk the property. An estimated 20 tons of old abandoned farm equipment and <br /> ' an estimated 2OOcubic yards ofconcrete nnon holes and appliances have been discarded primarily <br /> along the north and east sides ofthe property. Alarge landscaping/wood waste pile measuring <br /> roughly 50' X 30' X 12' (approx. 450yd3> has eoounnu|etod in e central portion of the property. <br /> Landfill disposal activities have primarily occurred on the west side ofthe property against the Santo <br /> Fe Rail Line. An estimated 500yd3 of miscellaneous trash is scattered over the surface of the <br /> property. The estimated fill area is atriangular prism and roughly measures GOO' X SO' % 30' <br /> (approx. 30'000 yd'). <br />
