PA-2200026 OF DANIEL R. AND SHIRLEY A. COSTA <br /> (ADDRESS: 17239 E. LOUISE AVENUE, ESCALON) <br /> The applicant has submitted a Use Permit application to expand a food manufacturing facility by <br /> constructing a new 1,954-square-foot office building.The project site will continue to utilize an on-site <br /> well for water supply, on-site septic system for sewage disposal, and natural drainage. The project <br /> accesses E. Louise Ave. from a private driveway. <br /> The project site has a General Plan designation of A/G (General Agriculture) and a zoning <br /> designation of AG-40 (General Agriculture, 40-acre minimum). <br /> The project site is located on a private driveway 1,290 feet north of East Louise Avenue; 2,665 feet <br /> west of South Wagner Road, Escalon. <br /> Background <br /> On April 15, 2010, the Planning Commission approved Use Permit No. PA-1000031 to establish a <br /> vegetable processing facility (Use Type: Agricultural Processing — Food Manufacturing) utilizing a <br /> 1,800-square-foot processing building; the conversion of an existing 720-square-foot building to an <br /> office; and another 1,800-square-foot processing building. There is also a private packing facility <br /> operating on site. <br /> The parcel currently consists of the following existing buildings: <br /> • A 2,000 square-foot Ag storage building. <br /> • A 1,540 square-foot processing room. <br /> • A 23,600 square-foot packing shed. <br /> • A 720 square-foot administration office. (To be removed.) <br /> • A 720 square-foot Ag storage building. <br /> • A 1,120 square-foot Ag shop building. <br /> • A 1,344 square-foot Ag storage building. <br /> • A 617 square-foot administration building. <br /> Parking and Surfacing <br /> The site plan depicts 7 proposed parking spaces. Development Title Table 9-1015.3(b) states the <br /> Agriculture Processing—Food Manufacturing use type requires 2.5 parking spaces per 1,000 square <br /> feet of building, with each space requiring a 9 foot by 20 foot area. PA-1000031 required 11 parking <br /> spaces. The proposed square footage will require an additional 2 parking spaces, for a total of 13 <br /> parking spaces. The Site Plan only depicts 7 parking spaces that are 9 feet by 18 feet. Pursuant to <br /> Development Title 9-1015.5(b)(2), where a concrete curb around a planter in a parking lot functions <br /> as a wheel stop, the required length of a parking space abutting such curb may be reduced by a <br /> maximum of 2 feet provided the planter is at least 5 feet wide. A revised site plan shall be submitted <br /> that depicts the additional parking as required with dimensions shown for the parking spaces. <br /> Alternatively, pursuant to Development Title section 9-1015.9, the applicant may submit a letter <br /> 1810 E.
