A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAFEWAY DISTRIBUTION CENTER 1 16900 W SCHULTE RD,TRACY March 07, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 718 CFR 112.8(c)(10) Failed to promptly correct visible discharges and/or remove accumulations of oil in diked areas. <br /> OBSERVATION: The facility failed to promptly correct visible discharges of oil from the 1,500-gallon diesel mobile <br /> refueler and the spill pallet below the fuel hose in the fuel transfer area. <br /> REGULATION GUIDANCE: (c)(10) Promptly correct visible discharges which result in a loss of oil from the <br /> container, including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts.You must promptly <br /> remove any accumulations of oil in diked areas. <br /> CORRECTIVE ACTION: Immediately clean the liquid coming from the diesel mobile refueler and remove all <br /> accumulation in the fuel transfer area spill pallets, and manage all wastes according to the California Code of <br /> Regulations Title 22 hazardous waste regulations, submit proof of correction to the EHD. <br /> This is a repeat violation, Class II. <br /> 719 CFR 112.8(c)(11) Failed to locate properly or provide sufficient secondary containment for mobile/portable <br /> containers. <br /> OBSERVATION: The facility failed to furnish a secondary means of containment, such as a dike or catchment <br /> basin, sufficient to contain the capacity of the largest single compartment or container with sufficient freeboard to <br /> contain precipitation. The 275-gallon poly tote of Shell SAE 1 OW30 was observed without secondary containment. <br /> REGULATION GUIDANCE: (c)(11) Position or locate mobile or portable oil storage containers to prevent a <br /> discharge as described in§ 112.1(b). Except for mobile refuelers and other non-transportation-related tank trucks, <br /> you must furnish a secondary means of containment, such as a dike or catchment basin, sufficient to contain the <br /> capacity of the largest single compartment or container with sufficient freeboard to contain precipitation. <br /> CORRECTIVE ACTION: Position or locate the 275-gallon Shell SAE 1 OW30 poly tote to prevent discharge, and <br /> provide adequate secondary containment for mobile or portable oil storage tanks. Provide proof or correction to the <br /> EHD. <br /> This is a Class II violation. <br /> 724 CFR 112.8(d)(4)Failed to regularly inspect aboveground valves, piping, and appurtenances. <br /> OBSERVATION: The facility failed to regularly inspect aboveground valves, piping, and appurtenances. Oily staining <br /> was observed on the tops of the waste oil tank and motor oil tank in the oil room. Ronald Brown stated that <br /> inspections have not been conducted for the past couple of months due to staff shortage. <br /> REGULATION GUIDANCE: (d)(4)Regularly inspect all aboveground valves, piping, and appurtenances. During the <br /> inspection,you must assess the general condition of items, such as flange joints, expansion joints, valve glands and <br /> bodies, catch pans, pipeline supports, locking of valves, and metal surfaces.] <br /> CORRECTIVE ACTION: Immediately inspect all required components, including but not limited to waste oil tank, <br /> motor oil tank, mobile refuler tanks and outdoor diesel tanks and ensure inspections are done regularly.
