SAN JOAQUIN <br /> Environmental Health Department <br />COUNTY <br />Time In: <br />Time Out: <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: LOVES COUNTRY STORES CALIFORNIA Date 12/10/2021 <br />Address: 15148 THORNTON RD, LODI <br />Owner/Operator: LOVE'S COUNTRY STORES OF CALIFORNIA Telephone (405) 302-6640 <br />Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: C002QGEK4 <br />Responsible Party Contact: CHARLIE HAINES <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />A tractor trailor's saddle tank was ruptured by road debris causing an approximately 50-70 gallon diesel release impacting <br />asphalt and storm drain <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />Met with Norm Sanchez (Operations Manager) of Ancon Services at the site location. According to the spill report, a tractor <br />trailer's saddle tank was ruptured by debris on the road causing approximately 50 to 70 gallons of diesel to release. <br />According the Norm, the diesel release impacted asphalt and two catch basins. The diesel released onto asphalt, flowed into <br />the northeast storm drain, and reached the southwest catch basin. Per Norm, absorbent was applied onto the impacted <br />asphalt and swept into one 55 gallon drum. The asphalt was pressure washed and the rinseate was placed into one 55 gallon <br />drum. A total of approximately 200 gallons was pumped from both catch basins and were containerized. All waste generated <br />will be left on site and will be disposed appropriately, pending profiling. According to David Weber of Premium Environmental <br />Services, Western Express is the responsible party. <br />Please be advised that the disposal of any waste [HSC 54111 or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)]. <br />Provide hazardous waste determinations and waste/hazardous waste disposal records for impacted material to the EHD. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
